About the role

Overview

The Vermont Department of Health's Division of Substance Use Programs (DSU) is currently seeking a highly organized and enthusiastic individual to support the Recovery Unit as a Program Manager focused on recovery. DSU supports a network of community partners to promote and deliver a wide range of substance misuse information, prevention, harm reduction, treatment and recovery programs and services.

 

Duties of this position include, but are not limited to, providing technical assistance to the Vermont recovery centers, subrecipient grant and contract management, and federal grant reporting. DSU is currently engaged in a process to integrate specific recovery services as Medicaid billable services. This position will support these efforts including, but not limited to, gathering information from partners on current system processes, supporting the development of the recovery services Medicaid benefit, supporting the development of Medicaid payment model and systems for the recovery services benefit, technical assistance to Recovery Service Organizations for implementation of the Medicaid benefit, monitoring and oversight of Medicaid covered services and other duties as assigned. 

 

This position reports to the Director of Recovery Services.

Environmental Factors

Work is performed primarily in a standard office setting. Some travel is necessary for which private means of transportation is required. Some evening or weekend work may be required. Incumbents frequently need to attend a variety of meetings with federal, state and local officials, legislators, advocacy groups, service providers, and others, occasionally under stressful conditions.

Minimum Qualifications

Master's degree in public health or a human services field AND two (2) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING one (1) year or more in program administration.

OR

Bachelor's degree in public health or a human services field AND four (4) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING two (2) years or more in program administration.

OR

Associate's degree in public health or a human services field AND six (6) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING three (3) years or more in program administration.

OR

High school diploma or equivalent AND eight (8) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING four (4) years or more in program administration.
