Position Function - Under the direction of the Director of Public Works and/or Designee, performs assigned duties necessary to enforce the City’s Code of Ordinances and Federal and State regulations regarding water and wastewater quality compliance, processes and procedures; backflow and/or cross connection monitoring and testing; mosquito control and abatement; water shed protection; water conservation and quality; Public Education; and Household Hazardous Waste programs and/or events.
Essential Duties% of Performance
Performs assigned duties necessary to oversee the enforcement the City’s Code of Ordinances and Federal and State regulations regarding water and wastewater quality compliance, processes and procedures; and backflow and/or cross connection monitoring and testing. Duties include but are not limited to creating and issuing related surveys, permits, fees and citations; conducting field tests and investigations; performing and preparing enforcement and compliance actions; collecting and preparing evidence of violations; and managing 3rd party inspection contracts.
Responsible to preform site inspections and investigations stormwater quality control and the MS4 reporting and data management. Responsibilities include permit management, data management, inspections, investigations and public information.
Management of the city FOG program by coordinating with the County Health Department to inspect commercial grease interceptors and bulk grease tanks; manage compliance and discharge sampling and reporting. Performs assigned duties necessary to respond to and resolve customer complaints, and wastewater problems (e.g. odor, overflows, etc.).
Responsible for the Vector Control Program that requires the management of field test sites, chain of custody for virus testing, county reporting and coordination, required field treatments and public education as needed. Ensures appropriate processes are adhered to for mosquito abatement and/or control.
Responsible for all regulatory reporting and audits, and staying abreast of all Local, State, and Federal regulations, methods and/or best practices.55%
Performs assigned duties necessary to assist with the thorough and effective communication on related regulatory compliance and environmental protection. Duties include but are not limited to: maintenance of City web page; development and creation of public educational materials; meetings with community partners; perform research on regulations, ordinances, and Standard Operating Procedures; and ensure timely, accurate entry and completion of forms and reports. Responsible for public educational programs that addresses water quality, water usage and water health related issues. Supervise, manage and train environmental staff.30%
Responsible for maintaining records and reports, to include Self-Monitoring reports, spill/sluge discharge plans, enforcement and compliance tracking, pretreatment, and various required annual reports.10%
