The IT Director of Applications and Project Management Office (A/PMO) is responsible for overall management of all enterprise software applications used by the El Rio organization with special focus on the Electronic Medical Record (EMR) and associated clinical applications. This Director is also responsible for overseeing, managing, and directing the El Rio IT project management function (PMO), providing leadership, integration, and management of PMO processes and functions to improve the consistency and efficiency of IT project delivery to meet the strategic and operational needs of the El Rio organization.
The primary goal of the El Rio Health IT Director of Applications and Project Management Office (A/PMO) is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.
Essential Job Functions:
• Oversees the selection, scoping, implementation, support, maintenance and troubleshooting of applications with special focus on EMR and related clinical applications, to ensure these applications meet the on-going needs of the organization.
• Ensures the organization’s leadership approaches EMR enhancements in a strategic and effective manner by providing input, guidance, and counsel with respect to proposed changes.
• Oversees vendor programs such as Epic Honor Roll and Epic STARS program, to ensure El Rio utilizes the EMR according to current best practices and El Rio receives recognition and/or incentives according to vendor program(s).
• Manages application vendor relationships, conducting on-going assessments of vendor performance, ensuring vendor responsiveness and adherence to contractual and SOW obligations.
• Ensures all EMR third party software applications are maintained, kept patched, and current and continue to function according to specifications.
• Defines and conducts Change Advisory Board with respect to EMR and associated applications.
• Defines, conducts, and manages Change Control activities to ensure a consistent and safe approach to making substantial changes to critical applications.
• Manages software optimization requests to prioritize those requests that would best fit current standards and align with and support strategic initiatives for the organization.
• Defines the PMO strategy and leads the design and implementation of a common project management methodology, standards, and tools to drive and facilitate the successful delivery of projects.
• Leads the execution of a PMO governance, reporting and review framework to provide a holistic view of all organizational project activity.
• Manages interdependencies and coordination across projects to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated.
• Fosters collaborative and mutually supportive relationships with El Rio leaders to project leaders and senior stakeholders, assess cross-functional project team capability, provides coaching, training, and support to enhance El Rio’s project/program management capability, and improves collaborative development and project results.
• Creates a work environment of professional practice by encouraging innovation and collaboration eliciting a commitment to excellence, collaboration, and diversity.
• Maintains professional relations by facilitating open channels of communication with other organizational leaders, other departments, physicians, and ancillary personnel to promote excellence in service throughout the organization.

• Establishes strategic goals by gathering pertinent business, financial, service and operations information; identifying and evaluating trends and options, chooses a course of action and evaluates outcomes.
• Prepares executive summaries, reports or presentation to inform leadership of the status and implementation plans of programs, services, and initiatives.
• Accomplishes staff results by communicating job expectations; plans, monitors, coaches, develops, and disciplines staff as necessary.
• Maintains staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities to staff.
• Completes operations by:
