Duties and Responsibilities
- *Serves as Administrative Officer for the Water Resources Research Center (WRRC), responsible for all administrative affairs including, but not limited to budget, fiscal and human resources.
- *Supports the Director to analyze and monitor short- and long-range budget plans for all funding sources and generates reports as needed.
- *Responsible for review and approval of procurement, travel, reimbursement, PCard and inventory transactions.
- *Develops and maintains financial records/reports, ensures proper recording of expenditures and encumbrances, resolves erroneous transactions, and advises PIs on account status.
- *Administers and manages all human resources functions, including, but not limited to recruitment, classification, compensation, benefits, staffing, payroll, performance appraisal, training, separation, etc.
- *Serves as immigration specialist to secure and maintain work visas for faculty, staff, visiting scholars, and students.
- *Serves as labor relations specialist to interpret and administer various collective bargaining contracts and conduct fact-findings related to complaints and/or grievances. Advise Director and in conjunction, takes appropriate action as needed.
- Supports Director in the faculty tenure, promotion and/or contract renewal process.
- *Develop and maintain internal policies/procedures and controls to increase the effectiveness and efficiencies of the WRRC.
- *Serves as official file custodian for all administrative areas including fiscal and human resources.
- Provide training to faculty staff on policies/procedures and processing of administrative documents.
- Keeps abreast of current and emerging changes and updates in all administrative topical areas.

Minimum Qualifications
- Possession of a baccalaureate degree in Business Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for administration in finance and/or human resources; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of finance and/or human resources as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with finance and/or human resources.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications
- Professional work experience in higher education and in a research setting.
- Familiarity with UH and RCUH financial management and human resources system.
- Experience adhering to collective bargaining unit agreements.
