Job Description

A Glimpse of the Job

Under the direction of the Associate Vice President, Compliance & Civil Rights (AVPCCR), the Director, Civil Rights & Title IX Coordinator (DCRTIXC) is responsible for leading the University’s efforts to comply with Title IX, Title VI, Title VII, the ADA and related civil rights laws.  The DCRTIXC must have expert knowledge of regulatory requirements prohibiting protected class discrimination, including sexual harassment, sexual assault, dating/domestic violence, stalking, and all other forms of sex-based misconduct. The DCRTIXC will report to the Associate Vice President of Compliance and Civil Rights and will be responsible for oversight of the complaint resolution process, from intake thru the appeal.       

 

Essential Duties and Responsibilities 

Oversight of Case Management & Investigation Teams

  • Provides oversight and guidance to the case management team as they conduct intakes, document reports of misconduct, and provide/support and resources to reporting parties and those participating in a complaint resolution process

  • Provides oversight and guidance to the investigation team as they investigate allegations, create reports, and prepare for hearings

  • Maintains extensive knowledge of state and federal civil rights laws; drafts work flows, templates, and rules that align the university response protocols with best practices

  • Supervises the Deputy Director of Investigations, the Deputy Title IX Coordinator (Case Management) and the Hearing Coordinator. 

  • Directs the daily operations of staff assigned to Civil Rights/Title IX; updates complaint resolution processes and trains staff as best practices change

  • Maintains confidential information but releases reports and metrics to university officials, federal agencies, the Texas Higher Education Coordinating Board (THECB), and others as required by law

  • Ultimately responsible for the receipt and resolution of all allegations of civil rights violations

  • Collaborates with institutional partners, including Student Conduct, Faculty Affairs, Human Resources, and the General Counsel

  • Conducts awareness conversations with faculty, staff and students about inappropriate behaviors and university policies

 

Documentation & Assessment

  • Organizes and maintains reports, investigation files, outcome letters and other compiled records related to civil rights complaints

  • Prepares quarterly and annual statistical reports

  • Oversees the development and implementation of assessment instruments to measure the reach, effectiveness and impact of Title IX related initiatives

  •  Maintains the university’s records in Maxient in accordance with the university’s document retention rules

 

Training and Communication

  • Collaborates with the Prevention Education and Community Engagement Coordinator on university-wide education, training, outreach programming

  • Certifies Athletics Department training is compliant with NCAA rules

  • Develops content for training in a variety of media, including sign campaigns and digital training for incoming students
