POSITION PURPOSE:
Under the direction of the General Manager/General Counsel, the Director of Quality Assurance is responsible for Head Start Quality Assurance planning, organizing, staffing, directing, coordinating, budgeting, and reporting. This role is also responsible for monitoring and ensuring that the Head Start grant recipient and its subrecipients comply with Head Start Program Performance Standards, and all applicable federal, state, and local regulations.

EXAMPLES OF ESSENTIAL DUTIES:

• Directs all services and activities of Head Start Quality Assurance and Compliance, and other special program/projects as assigned.
• Develops and implements goals, objectives, policies, and priorities.
• Oversees the operation QA Head Start Data Say automated monitoring system.
• Recommends, implements, and administers policies and procedures; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures;
• Recommends, within Departmental policy, appropriate service and staffing levels;
• Plans, directs, coordinates, and reviews the workplace for Department staff, assigns work activities, projects, and programs;
• Meets with staff to identify and resolve problems; selects, trains, motivates, and evaluates Division personnel;
• Summarizes meeting notes and action items and ensures they are communicated and tracked through to completion;
• Provides or coordinates staff training;
• Works with employees to correct deficiencies; implements discipline and termination procedures;
• Reviews and participates in the development and administration of the Department’s annual budget;
• Serves as liaison for the General Manager/General Counsel with other business units, and outside agencies;
• Negotiates and resolves sensitive controversial issues;
• Prepares and presents staff reports and other necessary correspondences;
• Provides responsible staff assistance to the General Manager/General Counsel;
• Attends and participates in professional group meetings;
• Performs program analyses and recommends policy positions and providing agenda development and other support to the General Manager/General Counsel, boards, and other business units;
• Regularly monitors performance and provides coaching for performance improvement and development;
• Monitors and evaluates processes and results and recommendations modifications to initiatives and approaches to ensure effective, open, two-way channels of communications;
• Performs related duties and responsibilities as required.
