General Description:
The purpose of this position is to oversee and manage the public transportation services to the City of Rock Hill citizens, students and visitors. Para-transit transportation service will be provided to City residents and visitors in compliance with the Americans with Disabilities Act through an approval process. This position requires a thorough knowledge of public mass transit operations, DOT safety, ADA compliance, Title VI, Federal Transit Administration laws, regulations, and funding and supervisor experience.
Minimum Education and Experience Requirements:
Requires a Bachelor’s Degree in Public or Business Administration, Transportation, Urban Studies or closely related field. Must possess extensive supervisory/management experience, preferably in the transit industry. The equivalent combination of education and related work experience may be considered.
Desirable Knowledge, Skills and Abilities Requirements:
Knowledge pertains to the abilities pertinent to the position of interest, which are crucial for the comprehension of tasks and completion of assignments.
- Must be knowledgeable regarding public mass transit systems and operations,
- Knowledge regarding FTA/DOT regulations and policies regarding Transit Operations, grants management, fund drawdown systems, compliance and reporting requirements.
- Knowledge of bus transit and para-transit operations for passenger safety, ADA compliance, and Transit Driver efficiencies.
- Considerable skill in orally communicating directions and instructions and performing mathematical computations.
- Considerable skill in the use of Word and Excel for entering and analyzing data. Knowledge of Microsoft Office Suite products Outlook and PowerPoint.
- Skill in implementing effective safety enhancements and corrective actions associated with all transit programs.
- Considerable ability to maintain accurate records; to work independently and in a group; ability to establish and maintain effective working relationships with other City departments, managers, supervisors, employees, trainees, and the public.
- Ability to prepare detailed written reports, recommendations, and oral presentations to the department Director regarding overall operational performance and deficiencies.
- Ability to maintain effective working relationships with peers, co-workers, supervisors and management.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
The essential functions include, but are not limited to the following:
- Manages and oversees the activities of the Transit Operations Supervisor, Transit Safety and Training Supervisor, Transit Grants Specialist, Dispatchers, Operators, and all other transit personnel.
- Oversees, updates and manages the ADA Paratransit process (which may include intakes, assessments, approvals and denials) or contracts to provide such services.
- Oversees field supervision by Transit Supervisors to ensure operator compliance with Transit policies, safe vehicle operation, and adherence to customer service standards, while also monitoring on-site transit operations and inspecting rou
