About the role

Overview

The Senior Manager, Flight Operations Publications / EFB Management oversees the development, management, and continuous improvement of all Flight Standards manuals within Flight Operations, ensuring they remain accurate, current, and compliant with FAA regulations, company policies, and industry standards. In close collaboration with the Standards Captains and cross-functional teams, this role leads the manual revision process, owns content development—including the Electronic Flight Bag Manual (EFBM)—and drives the documentation and maintenance of operational standards and procedures. The Senior Manager, Flight Operations Publications / EFB Management ensures all administrative and compliance objectives are met and serves as a liaison with FAA personnel, playing a key role in audits, safety reviews, and regulatory engagement. By maintaining strong manual governance and alignment, this position supports operational safety and advances the company’s Safety Management System (SMS).

Responsibilities

  • Provide oversight for the development, management, and continuous improvement of all Flight Standards section manuals, ensuring alignment with regulatory requirements, operational objectives, and company policies.
  • Collaborate closely with Standards Captains to ensure Flight Standards manuals accurately reflect operational procedures, best practices, and current regulatory guidance.
  • Direct the end-to-end manual revision process, collaborating with internal departments and external stakeholders to maintain a robust and compliant documentation framework across Flight Operations.
  • Establish and maintain governance over the Flight Standards manual lifecycle, including revision schedules, content development, version control, and audit readiness, in accordance with the Airline Publications Manual.
  • Lead the manual approval process to ensure all documentation meets Flight Standards publication protocols, FAA regulations, and company expectations.
  • Maintain proactive oversight of FAA Advisory Circulars, Notices, and InFOs via the FAA Dynamic Regulatory System, ensuring timely incorporation of relevant changes into Flight Standards documentation.
  • Oversee the identification, assessment, and implementation of manual updates resulting from SRC reports, FAA correspondence, internal audits, and safety reviews to drive operational excellence and regulatory compliance.
  • Lead quality assurance efforts for all documentation produced or submitted by the Flight Standards Department, ensuring clarity, accuracy, and consistency across all published materials.
  • Set policy direction for Flight Standards documentation to ensure policies are responsive to the evolving needs of the operation, fleet changes, and regulatory trends.
  • Ensures the bi-monthly auditing process for all Flight Standards manuals to validate compliance, currency, and accuracy.
  • Ensure full compliance with 14 CFR Part 5 requirements related to manual revisions and document control processes, contributing to the integrity of the company’s Safety Management System (SMS).
  • Build and maintain strong cross-functional relationships with Maintenance, Engineering, Maintenance Planning, Quality Control, and other departments to ensure alignment on technical and regulatory matters affecting flight standards documentation.
  • Interpret issues and provide guidance to Flight Crew and operational personnel regarding the interpretation and application of Flight Standards manuals, bulletins, INTAMS, and EFB applications.
  • Oversee coordination with the Airline Publications team to ensure timely and accurate updates to the EFB Program Catalog and other digital documentation platforms.
  • Evaluate and communicate the impact of regulatory changes, engineering initiatives, manufacturer bulletins, and maintenance requirements on flight operations policies and procedures.
  • Facilitate ongoing collaboration with Flight Operations Publications and Fleet teams to ensure unified messaging, procedural clarity, and operational consistency.
  • Partner with the Safety Department to analyze trends and safety data that inform procedural revisions and drive proactive updates to Flight Standards documentation.
  • Represent the Flight Standards organization as the Subject Matter Expert (SME) during all internal and external audits, regulatory reviews, and quality inspections.
  • Lead communication and coordination with Fleet working groups to ensure timely updates and revisions of Flight Standards manuals based on operational feedback and strategic needs.
  • Ensure department adherence to the Safety and Regulatory Compliance Manual (SRCM) and all relevant Company Part 5 requirements.
  • Serve as the primary Flight Standards liaison with Configuration
