SPECIFIC DUTIES & RESPONSIBILITIES:
The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of
Chapter 60L-36, Florida Administrative Code. The incumbent in this position is expected to become familiar in the departments’ processes; display leadership skills that demonstrate the department’s commitment to reentry efforts while maintaining a professional demeanor. The incumbent in this position is expected to perform other duties as necessary. This work involves developing, implementing, and coordinating audits of classification processes and standards statewide and monitoring and evaluating programs at the central office level.
- Under the direction of the Audit Supervisor, the Auditor is responsible for performing unannounced on-site audit activities designed to assess the adequacy of the internal controls, records, policies, procedures, and processes in place at each institution annually (this includes all main units, annexes, work camps, road prisons, forestry camps, community release centers, and boot camps) and staff is responsive, well-trained, and informed in areas of responsibility.
- Perform and control the full audit cycle, including risk management and control management over operations’ effectiveness, reliability, and compliance with all applicable laws, rules, procedures, policies, directives, and other requirements of the Department and Classification.
- Performs professional-level audit work individually or as a team leader.
- Plan and conduct independent audits and reviews supporting the Department and Classification Management’s internal audit plan, including leading and participating in various operational, regulatory, specialty, and unannounced audits.
- Conducts special assignments, reviews, audits, projects, and investigations as requested by the Audit Supervisor,
- Assistant Bureau Chief, Bureau Chief, or Executive Leadership.
- Conduct unannounced follow-up audits to monitor the institution’s interventions and corrective actions for noncompliance standards.
- Obtain, analyze, and evaluate documentation, previous reports, data, etc.
- Identify loopholes and recommend risk aversion measures.
- Performs research to understand and summarize laws, rules, procedures, policies, or other requirements and assesses if functions and programs being evaluated comply.
- Continue developing knowledge of the Department’s rules, regulations, best practices, tools, techniques, and performance standards.
- Assist with developing audit test programs and performing audit tests to evaluate internal controls design and operating effectiveness.
- Assist with determining internal audit scope and developing annual plans.
- Document the audit process and prepare an audit findings memorandum.
- Prepares audit findings and recommendations that communicate risks, in terms of impact on the Department and root cause, and key audit issues of non-compliance from a management and Audit Team perspective.
- Prepare and present reports that reflect the audit’s results and document process.
