Performs a variety of administrative, technical and professional functions in preparation of economic and community development plans, programs and services. Assist businesses with local and state permitting processes and will provide research, as needed, for special town development projects.
Job Description
Position Purpose
The Economic Development Coordinator position may perform a variety of duties within the Office of Economic Development for which some or all of the listed under “Essential Functions” and “Knowledge, Skills & Abilities” may apply. General responsibilities may also include administrative, technical, financial and/or other professional functions in preparation of economic and/or community development plans, programs, projects, finances and/or services. May assist businesses with local and state permitting processes and may perform research and/or analysis as needed for management ad-hoc requests, presentations and projects under consideration.
Essential Functions
1 Assists in coordinating, managing, and promoting City economic development initiatives and programs.
2 Provides information and assistance to businesses, develops advertisements and performs related functions.
3 Assists in the preparation of economic development reports and maintains assigned databases.
4 Provides key economic, financial and community information, as well as advice to businesses seeking to establish or expand business and tourism opportunities in the City of Dallas.
5 Researches and develops financing options, writes grants, oversees administration process and prepares reports and correspondence related to projects.
6 Develops requests for proposals, negotiates and monitors contracts, administers and directs project grants, monitors funds and authorizes payments.
7 Develops and maintains strategic relationships with commercial and industrial realtors, developers and/or tourism partners for the purpose of assisting business and key industries with growth, expansion and site assistance.
8 Develops, maintains and coordinates economic and industrial data, coordinates industrial lands portfolio development and creates maps using the GIS program.
9 Performs complex market research and develops competitive intelligence and industry trend scans.
10 Represents the City of Dallas on various boards, governmental agencies, chambers and committees to ensure the City remains economically competitive for industrial and business recruitment.
11 Drafts and/or analyzes financial project structures, develops financial language for City Council agenda items, City Council resolutions and Administrative Actions.
12 Develops, manages, monitors, forecasts and implements budgets and financial activity related to one or a combination of economic development areas: operations, capital programs, multi-year funded programs, treatment of assets, trial balances and/or other items as pertinent, relevant or assigned.
13 Designs and/or assists in the development and/or research of information and databases, compiling, analyzing data, producing reports, and/or contract compliance monitoring of economic development projects and/or agreements.
14 Performs any and all other work as needed or assigned.
Knowledge, Skills & Abilities
- Knowledge of community and local geography.
- Knowledge of city licensing, permitting procedures and city budgeting policies.
- Knowledge of housing development, finance, and project management, including development of budgets, cash flow and operating proformas, financial sources, uses statements and metrics.
- Knowledge of housing and real estate markets, zoning and building codes.
- Ability and experience communicating effectively (verbally and in writing) at all levels, as well as ability to draft presentations, reports and financial statements.
