SUPERVISOR:
Assistant Superintendent or designee. 

SUMMARY:  
Under the supervision of the Assistant Superintendent of Special Populations, provides vision, management, and leadership for the district’s Language Support and Services department through direct supervision and motivation of LSAS personnel at both the district and individual school levels. Maintains a districtwide English language supports programming model that provides culturally and linguistically diverse learners with equitable access to cohesive learning opportunities that accelerate their social and academic English, provide meaningful access to grade level content, and increase their overall achievement. Maintains a districtwide office of interpretation and translation services that provides accurate and timely communication with non-English speaking families and ensures compliance with federal and state laws and Office for Civil Rights while promoting alignment and consistency across all schools and departments by recruiting and retaining quality interpreters translators. Fosters collaborative relationships within LSAS, with district departments, schools, charter schools, private schools and outside agencies. Interprets and administers all local, state, and federal statutes, rules and policies pertaining to multilingual learners programming and adult translation and interpretation services. Manages the day-to-day operations of all aspects of the LSAS department, including fiscal management, conducting program evaluations, making data-driven decisions, selecting staff, overseeing the evaluation process for all staff, and placing the needs and welfare of students above all else. Serve as a member of the Administration Council (AdCo).

DUTIES AND RESPONSIBILITIES:
The following tasks describe the basic functions of the job. The following frequencies and percentage of time spent are approximations only.

  • Provide oversight and supervision of the Office of District Interpretation and Translation Services, ensuring compliance with all pertinent federal and state laws and the Office for Civil Rights and Department of Justice to provide for meaningful communication with limited English proficient parents/guardians in over 155 languages, and in all 65 schools, charter schools, auxiliary programs, and district departments through the hiring, recruitment, training, retaining, and evaluating of quality managers, support staff, cultural liaisons, interpreters, and translators as well as the maintenance of positive and productive relationships with contracted vendors who provide translation and interpretation services to the district.   • Ensure district compliance with all legal requirements pertaining to the identification, programming, re-designation, monitoring, exit for over 19,000 students who have another language in the home, including the identification of students for programming, initial and annual state language proficiency assessments, exclusion and accommodations for other district and state assessments. Develop, monitor, and ensure compliance with federal and state laws through the implementation of the district’s state approved Comprehensive ELS District Plan. Mediate conversations between schools and parents/guardians regarding legal requirements of placement and investigation of multilingual learners; reclassification and exit procedures, expectations of support, co-teaching and programming, language development, data reporting, and assessments [Daily, 15%]
  • Manage department human resources including recruiting, hiring, training, retaining, and evaluating 200+ certified and classified English Language Supports and Translation and Interpretation personnel at the district level and for 65 district schools/auxiliary programs and district charter schools for the purpose of providing services with fiscal efficiency and meeting federal, state, local, and district legal requirements. Ensure compliance with administrative procedures and negotiated agreements. [Daily, 10%]
  • Supervise the position of Senior Data Analyst and additional support staff for the Office of Language Supports and Services to ensure accurate reporting to the Colorado Department of Education for all multilingua
