Position Summary

The Chief Information Officer supports the Bank’s strategic goals by innovating and implementing sound technology strategies based on timely and cost effective tactical solutions. This position provides direction for technology initiatives within the organization to include managing the vision, strategy, design, and implementation of enterprise technology solutions and architecture. 

 

The following duties are intended to provide a representative summary of the major duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional duties. 

 

Essential Duties and Responsibilities

  1. Collaborate with departmental leaders to better understand their challenges and barriers; develop and maintain innovative, cost effective solutions that support their business needs.
  2. Manage and foster collaboration between IT Managers and IT Departments.  
  3. Provide feasibility, gap, and cost/benefit analyses of technology initiatives, along with proactive evaluation of the bank’s technology infrastructure and practices to the Bank’s executive team and Board of Directors.
  4. Develop and propose the annual technology strategic plan and budget to the Bank’s executive team and Board of Directors. Once ratified, communicate that plan with the senior management team, staff, partners, vendors, and stakeholders as appropriate.
  5. Oversee and manage the policies, standards, and procedures for evaluating, acquiring, implementing, testing, administering, and maintaining new technology systems and communication infrastructure; ensure technology requests are assessed for security, interoperability, supportability, scalability, return on investment, continued process improvement, and other factors.
  6. Lead the technology portion of the Operations & Technology committee and the technology portion of the Disaster Recovery committee. Develop, maintain, test, and evaluate the enterprise-wide technology disaster recovery and business resumption plan. 
  7. Participate in the Vendor Management committee by reviewing and evaluating new and existing technology vendors for risk and obsolescence. Ensure the security of Bank and customer data from internal and external security threats. Manage technology vendor contracts to ensure vendors are meeting contractual obligations.
  8. Research, develop, direct the implementation of, and maintain best practices in:
    • Security and privacy standards
    • Cybersecurity
    • Bank-wide information technology objectives, policies, standards, and procedures
    • Current and future emerging technologies
    • Risk analysis, audits, and examinations
    • Disaster and recovery, business resumption, and business continuity planning
    • Software control and licensing
    • Cost management and efficiencies
  9. Complete online, written and in-person compliance training within established timeframes.
  10. Other duties as assigned.

 

Supervisory Responsibilities

  • Carry out supervisory responsibilities in accordance with the company policies and applicable laws. Responsibilities include scheduling hours, interviewing and training employees; planning, assigning, and directing work; conducting performance evaluation; working with HR to address work related issues. 
  • Ensure employees complete compliance training within established timeframes; understand and implement compliance requirements applicable to their positions.

 

Qualifications 

Education

  • Master’s degree in the field of computer science. 
  • Education can be substituted with eight years commensurate experience managing or directing enterprise information technology operations.
