About the role

Responsibilities

Noblis is seeking an Enterprise Systems Engineer for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located in the Maryland area.

 

 

Primary Responsibilities:

  • Support all aspects of the evolution of the Intelligence Community Enterprise Architecture, to include technical assessments and technical requirements analysis, as well as future capability needs (near and long-term) to drive the design and integration of the IT Enterprise.
  • Assist with developing, integrating, and maintaining the Intelligence Community Enterprise Architecture.
  • Support the promotion of sharing and reusing IT applications and solutions.
  • Support the architecture and strategic design guidance of a collaborative sharing services program.
  • Coordinate boards and other technical working groups.
  • Support all aspects of the current and planned future state of the Core user capabilities: Analytics, Collaboration, Enabling Services, and Search and Discovery.
  • Assist with engaging with mission users and translating their requirements into detailed technical solutions.

 

Systems Integration

  • Translating users' needs and capabilities into requirements and detailed technical options for government consideration.
  • Developing specifications for designing, implementing, testing, and assessing enterprise-wide services and capabilities.
  • Developing technical interoperability standards and specifications and recommending integration and interoperability improvements.
  • Modeling, adapting, developing, and maintaining logical data, service, and interface specifications.
  • Developing maturity models.
  • Assisting with the developing analysis of alternatives.
  • Identifying and assessing IC IE IT capability gaps.
  • Identifying opportunities and steps required to reduce redundancies across agencies.
  • Making recommendations to the Sponsor on improving business and enterprise oversight processes.
  • Assessing and providing recommendations for aligning requirements to broader investment initiatives and ODNI and IC processes and timelines, to include the Intelligence Planning, Programing, Budget, and Evaluation (IPPBE) cycle.
  • Reviewing and recommending enhancements to policies, procedures, and standards.
  • Developing IC enterprise integration and transition plans for new initiatives.
  • Assisting with technical assessments and technical requirements analysis to drive the design and the integration of the IE.
  • Performing trade-off analysis, and gap analysis as part of the technical assessment process to provide recommendations and courses of action.
  • Reviewing and analyzing implementation plans from IC Services of Common Concern (SoCC)s, IC IE service providers, and other Community Shared Resources across the IC.
  • Providing engineering assessments in support of major program milestones.
  • Adapting, developing, and maintaining new physical data, service, and interface specifications in differing formats.

 

Portfolio Analysis & Integration

  • Translating requirements into scalable and supportable solutions that work well within the overall system architecture.
  • Developing program assessment processes and methodologies.
  • Providing recommendations to improve integration and interoperability.
  • Monitoring, forecasting, evaluating, and assessing programmatic trends and relationships.
  • Developing and maintaining project plans and schedules.
  • Developing integration and transition plans.
  • Conducting quality reviews of products and deliverables prior to release.
  • Developing performance goals and key milestones.
  • Providing input to integrated master schedules.
  • Monitoring alignment with IC goals and objectives and key performance indicators.

 

Risk Management

  • Synthesizing threat, vulnerability, and mission impact information to provide a comprehensive and on-going assessment of the IC's risk posture.
  • Developing, coordinating, implementing, and monitoring IC elements and IC SoCCs enterprise risk mitigation plans.

Required Qualifications

Must possess an active TS/SCI with CI Polygraph.

 

Mid-Level:

  • Requires a BS degree and 4+ years of prior relevant experience or Master’s degree with 2+ years of prior relevant experience.
    • Compensation: $85,600 - $149,800

 

Senior-Level:

  • Requires a BS degree and 8+ years of prior relevant experience or Master’s degree with 6+ years of prior relevant experience.
