Program Director, National Security & Technology - Georgetown University Law Center

Job Overview

Join our team! Georgetown's Center on National Security & the Law is searching for a Program Director for our new National Security and Technology Incubator.

Building on the leading national security JD/LLM program in the country, the Center is expanding its work as a think/do tank, connecting research to real world problems.  In recognition of the rapidly changing national security landscape, the Center has recently launched NatSec 360, an innovative and multi-disciplinary approach to identifying and addressing some of the most pressing concerns in national security.  Its marquee new initiative is the National Security 360 Innovation Incubator, a problem solving lab dedicated to finding and implementing novel, cross-sectoral solutions to complex security problems at the intersection of law, policy, and society.  The Center is tailoring an innovation methodology for law and policy problem sets, building on the ideas and tools underpinning design thinking, creative problem solving, complexity theory, organizational behavior, change management and related fields.

The 360 Innovation Incubator will be tackling problems in four focus areas, the first of which is the NatSec Tech Program, which looks at the intersections between national security and new and emerging technologies.  The National Security & Technology Program Director will lead this new program, execute and implement all aspects of the Center’s NatSec Tech grant-funded projects, and serve as a thought leader for this increasingly important sub-field.  Utilizing the Center’s innovation methodology, the Program Director will work with the Center’s Faculty and leadership team to help develop strategic new project ideas for the Incubator; oversee, manage, and implement those grant-funded projects and ensure timely delivery of outputs and outcomes; write grant proposals and support broader fundraising efforts; and build new relationships and networks for the Center.

In the immediate term, the Program Director will be the day to day lead manager and implementer of the Center on National Security’s new grant-funded project examining the national security implications of emerging technologies that gather data that can be used for biomanipulation.    In support of the Faculty Director and Executive Director, the Program Director will be responsible for implementing all day to day aspects of the project, including developing educational experiences that help  research and writing, coordination and outreach, project management, event and workshop planning and execution, fundraising, and operational support.

In the longer term, the Program Director will work with faculty and the Center team to develop, design, and fundraise for future projects that tackle complex challenges at the intersection of national security & technology.

This is a grant funded position.

Reporting to the Executive Director, the Program Director has duties that include but are not limited to:

  • Program Development & Project Management: In support of the ED, serve as primary lead to plan and implement project management activities for the NatSec Tech Program, including timelines, stakeholder coordination, workshop planning and execution, budget planning and expense tracking, grant reports including on project deliverables, report dissemination, staffing plans, and resource allocation. This includes:

o    Research, writing, and publication / dissemination: Supporting and coordinating the Research Consortium of faculty, fellows, and research assistants; leading the editing, publication, and dissemination process of faculty’s and fellows’ white papers, articles, and books chapters.  Drafting and publishing own work on areas of interest at the intersection of national security & technology. Developing and supporting the launch of a NatSec Tech podcast.

o    Outreach and coordination:  Supporting and coordinating high level Task Forces and Advisory Panels of diverse experts from a range of sectors; e.g., devel
