SUMMARY
Under general supervision, performs professional support related to aligning business objectives with employees and management in designated District departments/functions; formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the operational objectives of the District.

Essential duties and responsibilities may include, but are not limited to, the following:

●    Provides professional advice and consultation in regard to the provision of human capital support to designated District departments/functions.
●    Analyzes trends and metrics in partnership with the HR group and customers to develop solutions, programs and policies; maintains knowledge of position control and status of District workforce trends.
●    Provides guidance to departments/functions in relation to human resources management (e.g., coaching, counseling, career development, disciplinary actions).
●    Monitors program compliance with collective bargaining agreements, regulations and standards; evaluates HR programs, and develops recommendations for changes.
●    In partnership with Employee Relations staff, manages and resolves employee relations issues and grievances; conducts effective, thorough and objective investigations; provides assistance and guidance to supervisors and managers on employee relations and contract administration issues.
●    Provides guidance and input on organizational restructures, workforce planning and succession planning; partners with Compensation staff on job changes, job creation and market analysis processes.
●    Partners with HR recruiters on search and selection processes, staffing needs and provides feedback on successes and challenges; assists with social media strategies; manages complex and challenging recruitment assignments; coordinates interview, testing and selection; coordinates with hiring managers.
●    Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations and analyzes results; collects financial, technical and administrative information and compiles data for project reports; may lead an HR team on projects or programs.
●    Coordinates cross-training of HR and District staff in a wide variety of technical HR functions; provides specific technical training to staff as directed.
●    Participates on a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources.
●    Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.  
●    Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
●    Maintains absolute confidentiality of work-related issues, records and MPS information. 
●    Assists as needed with collective bargaining negotiations and strategy development; accesses highly confidential documents relating to the bargaining process and maintains strict confidentiality of document content and meeting discussions.
