Job Details:

Purpose

Provide leadership for the newly established clinical branch of Dell Medical School Facilities.  This leadership position will focus on strategic planning and operational and maintenance support for clinical operations including accredited spaces such as the Ambulatory Surgery Center.  This position will also be charged with developing a Clinical Support Team/Organization for the 1.4m square foot future Dell Med Hospital (Medical Complex Project).

Responsibilities

Strategic Planning, Maintenance & Operations

  • Provide key strategic planning oversight and technical input for current/future Dell Medical School clinical spaces, including assisting in the programming of future renovation and modernization projects and interfacing with UT Main Campus in the pre-project planning, design and construction/execution of sustainment, modernization and restoration (SRM) projects impacting Dell Medical School clinical spaces.
  • Direct the management and operation of the physical, environmental and security conditions and general maintenance of assigned facilities and clinical areas.
  • Develop operational and business plans along with corresponding staffing plans to meet UT Health Austin (UTHA) future goals and prepare for future hospital operations. 
  • Analyze and determine best operational plan/model for UTHA which could include in-house and/or external operational service and support teams and 3rd party entities as appropriate. 
  • Provide, track and manage operational budgets and develop requirements for corrective/deferred, preventative and predicative maintenance of assigned buildings and building equipment. 
  • Develop and maintain water management plan and energy consumption/efficiency plans.
  • Develop and track key performance metrics and perform routine business analytics to help inform continual improvement in the effective and efficient delivery of maintenance and operational support to Clinical spaces and functions.

Leadership

  • Lead, manage, develop and mentor assigned staff.  Provide relevant and beneficial training and professional development opportunities.  Perform evaluations and provide coaching as needed. 
  • Develop operational guidelines and procedures for internal operation and to meet clinical requirements. 
  • Establish and develop a clinical engineering/Biomed team to meet current requirements and over-the-horizon requirements with the Medical Complex Project

Compliance and Environment of Care

  • Oversee and ensure compliance with associated regulatory and accreditation agencies. Understand and comply with relevant industry codes
  • Manage regular inspections and audits which includes regular reporting and assessment as well as identification/determination of risks. 
  • Conduct ongoing market research and employ health care industry best practices including emerging technologies and innovation such as AI, to the greatest extent practical.

 

Emergency Management, Security & Planning

  • Direct and manage plans for response to emergency conditions in assigned facilities and areas.
  • Ensure clinical requirements are addressed in emergency plans. 
  • Ensure security (physical, cyber, etc.) in clinical spaces, interfacing with appropriate internal and external entities as required.

Capital Improvement, Minor Enhancements, & Renewal/Replacement

  • Develop process to identify needs and determine priorities for the enhancement and modification of assigned facilities, systems, and equipment. 
  • Develop capital improvement and renewal/replacement plans for assigned facilities and clinical areas.
  •  Interface extensively with end users, clinicians, Clinical Operations staff, Finance and other key stakeholders in the development of these plans and priorities. 
  • Develop and maintain an Integrated Priority List (IPL) of projects that can be used for budget development from year to year.
