About the role

Overview

The Vermont Department of Labor's Workforce Development Division (WD) is seeking an organized and thoughtful leader to serve as its first Organizational Development and Training Manager.  In this role, you will be a member of the newly formed Analytics & Evaluation Team, which supports the reporting, continuous improvement, and change management initiatives of the Division.

 

As the Organizational Development and Training Manager, you will play a pivotal role in shaping the future of the division by leading initiatives that enhance employee capabilities, foster a culture of growth and learning, and drive overall organizational effectiveness. You will assist managers and supervisors in the development of professional learning plans for employees, and you will collaborate with cross-functional teams to identify broad training needs, design and implement programs that address those needs, and measure their impact on individual and organizational performance.

Environmental Factors

Duties are carried out in a variety of settings including standard office, classroom, facilities of a resource provider, or even in an on-the-job setting. Considerable travel is involved for which private means of transportation must be available.  Position duties may require performance outside of normal workdays and hours.  Tight deadlines for organization and presentation of proposals and programs can occur.  Strong and differing opinions may arise as to the nature, content, method of delivery, etc. of training programs, which should be positively channeled to achieve program enrichment. Changes in available funding may necessitate sudden program modifications.

Minimum Qualifications

Master's degree in the field of human resources, organizational development, organizational psychology, or education.

OR

Bachelor's degree in the field of human resources, organizational development, organizational psychology, or education AND one (1) year or more of experience in organizational development, employee training, curriculum development, staff development, teaching, or education.

OR

Associate's degree in the field of human resources, organizational development, organizational psychology, or education AND three (3) years or more of experience in organizational development, employee training, curriculum development, staff development, teaching, or education.

OR

Five (5) years or more of experience in organizational development, employee training, curriculum development, staff development, teaching, or education.

Preferred Qualifications

Background and experience in education or adult learning theory and multiple intelligences.

Experience in the public workforce development system.

Special Requirements

Candidates must pass any level of background investigation applicable to the position, including motor vehicle driving record checks and national record checks where appropriate.
