The Vermont Department of Labor's Workforce Development Division is seeking a Senior Program Administrator to lead and oversee the Registered Apprenticeship (RA) and Work-Based Learning and Training (WBLT) programs. 
Under the direction of the Assistant Director for Programs and Strategic Partnerships, this position will be responsible for administering and overseeing the RA and WBLT programs in accordance with recently passed state laws.  This position will lead the RA and WBLT programs diversity, equity, inclusion, and accessibility initiatives.


Will be broadly responsible for developing and implementing strategies that support and improve the quality of RA and WBLT programs, and that lead to the expansion of these programs into new sectors and with employers who have never engaged with these programs.  This includes a focus on developing meaningful apprenticeship and work-based learning opportunities for youth, service members and Veterans, immigrants, refugees, individuals with disabilities, formerly incarcerated individuals and other populations who may have been historically excluded from these opportunities.


This position needs skills in public speaking, writing for different audiences, strategic planning, problem-solving, budgeting, data analysis, supervision, leading and influencing.

Environmental Factors

Duties are primarily performed in a standard office setting. Attendance at a wide range of meetings requires private means of transportation be available and may require work outside of normal office hours. Travel to regional offices, meetings held both in and out-of- state, may be required.

Minimum Qualifications

Bachelor's degree AND two (2) years or more of experience in employment and training, workforce development programs, human resources, community or economic development, or related areas.

OR 

Associate’s degree AND four (4) years or more of experience in employment and training, workforce development, human resources, community or economic development, or related areas. 

OR 

High School Diploma AND six (6) years or more of professional level experience in employment and training, workforce development, human resources, community or economic development, or related areas.

Preferred Qualifications

Experience working with workforce development programs administered by the Vermont Department of Labor, or programs within Vermont’s public workforce development system. At least 5 years of experience as a VDOL Program Administrator or professional work at pay grade 23 or above.

Experience working in workforce development, training and development or organizational development,
Experience with or in Vermont's education system, which may include high school, career and technical education (CTE), adult CTE or post-secondary education,
Experience and knowledge related to civil rights, diversity, equity, inclusion, and accessibility,
Experience working with historically excluded groups, including those with significant barriers to employment.
