The Chief Executive Officer (CEO) position is ultimately responsible for the overall agency viability and the quality of services provided throughout all of its programs. The CEO is also responsible for creating a clear vision for the future of the organization.
MAJOR POSITION RESPONSIBILITIES AND FUNCTIONS:
• Develop and maintain an effective working relationship and open communication with the Board of
Directors (BOD).
• Establish appropriate systems for dialogue between the BOD and staff.
• Ensure that the EVCHC’s mission statement is implemented and maintained throughout all
programs/services.
• Analyze community service needs and assess if current services provided by the EVCHC are effectively
addressing needs.
• With the BOD and Management Team develop long-range strategic planning that supports and
advances the organization’s mission.
• With the Management Team develop an operating strategy for program/service development,
implementation and/or expansion to support the Strategic Plan.
• With the Management Team develop an implement Business and Health Plans as well as annual goals
and objectives to support the Strategic Plan.
• Through the Management Team, lead staff in the implementation of the Strategic Plan and annual
plans.
• Lead the Management Team in managing and administering the services offered by the organization.
• Ensure that appropriate operating systems and resources to facilitate the effective operation of the
entire organization are developed and maintained.
• Lead the Management Team in the development and implementation of appropriate financial
development strategies. Ensure that financial planning is based on Strategic Plan and annual plans.
• Ensure that planning and budgeting systems are in place and that qualified staff manages the financial
health of the organization.
• Implement organization’s Compliance and Patient Safety & Risk Management systems.
• Work closely with BOD and Development staff to enhance the organization’s fundraising capabilities.
• Ensure diversification of funding sources in order to achieve more balanced revenue mix.
• Achieve services that are cost effective, efficient and marketplace competitive.
• Negotiate all program/service contracts.
• Maintain good relations and clear communication with funding sources.
• Participate in the planning and development of local, state and federal policy strategies that:
1. Enhance and/or preserve the role of community health centers.
2. Enhance and/or preserve services provided by community health centers.
3. Enhance and/or preserve access to health care services by low-income populations.
• Develop and maintain positive relationships with local legislative representatives and community
leaders.
• Participate in public policy and community forums. Represent the organization in regional boards,
councils and associations.
POSITION REQUIREMENTS AND QUALIFICATIONS:
• Master’s degree in Administration and a minimum of four years experience in similar position.
• A minimum of eight years in an Executive Director position in a similar setting may substitute for degree
requirement.
• Knowledge and familiarity with multi-service systems.
• Excellent communication and writing skills.
• General knowledge of public and private sector funding including proposal writing.
• Leadership abilities and good interpersonal skills.
DOE: $320,000.00-$366,336.00 Annually
