Serve as the Stormwater Director who provides effective and efficient leadership, supervision, and management in the administration of the county’s Stormwater Management System, Stormwater Management Plan, and the Stormwater Environmental Utility with a high degree of public involvement and interaction with leadership across the County, including internal/external stakeholders in a manner that is consistent with the protection of the public health, safety, and welfare. Provides communication and coordination between these programs and services with County Administration, the Board of County Commissioners, other directors and managers, and the Stormwater Environmental Utility Advisory Committee.

• In coordination with the department’s Division Managers, directs and manages the activities, programs, and services of the Stormwater Management Department to ensure adherence to applicable Federal and State laws, and Sarasota County regulations, rules, policies and procedures, and that goals, objectives, and standards are met in a timely and effective manner within the Stormwater Utility, including: (A) the County's Stormwater Environmental Utility; (B) stormwater program engineering, modeling, studies, work programs, practices, and mapping; (C) drainage basin and capital improvement planning; (D) stormwater improvements to be acquired or constructed within a reasonable time horizon; (E) operating and maintaining the County's capital facilities for stormwater management, including extraordinary maintenance, renewals and repairs, replacements, improvements, and extensions; (F) plan review and inspection; (G) permitting and compliance with water quality regulations of the National Pollutant Discharge Elimination System (NPDES) permits, coastal resiliency; (H) billing and collection of stormwater service assessments, including customer service, customer information and educational services, and reserves for statutory discounts; (G) legal, engineering and other consultant services; and, (H) all other services performed by the Stormwater Environmental Utility that provide a special benefit to assessed property.

• Directs assigned staff, which includes work allocation, training and problem resolution; evaluates performance and makes recommendations for personnel actions; inspires and empowers employees to achieve peak productivity and performance.

• Makes presentations to the Board of County Commissioners, various citizen groups and the general public, as necessary in a clear professional manner.  Serves as the spokesperson for stormwater related activities, advocating the County’s mission, vision, and values. Serves as the Liaison with County Administrator, Board of County Commissioners, and other County directors and managers; maintains liaison with Federal, State and local governmental agencies, the Stormwater Environmental Utility Advisory Committee, engineering consultants and contractors.  Maintains a positive and professional presence.

• Serves as an engineering advisor/authority on stormwater engineering related items. This authority may include industry best practice, development of review standards, stormwater management planning, design and construction standards.

• Prepares the Departments annual operating budget, and is accountable for the Department’s overall financial stability through the effective administration of the Stormwater Environmental Utility assessment and estimation of the Stormwater Service Cost.  Responsible for cost containment of the Department through budget preparation, business planning and staffing plans. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.

• Leads or participates in negotiation of contracts and agreements related to stormwater management in coordination with other departments.

Schedule: Typical schedule is Monday-Friday, 8 AM - 5 PM.

All employees are considered essential and must be prepared to protect and support the community and it’s citizens. Each employee, without exception, will have a duty assignment and be required to work during a disaster or declared emergency.  

About You

Minimum Qualifications:

• Bachelor’s Degree in Public Administration, Business Administration, Finance, Engineering or related field of expertise. 
• Ten (10) years of professional experience in management, strategic planning, finance, engineering and/or project management.
• A valid Florida Driver’s License is required at time of hire and throughout employment.
