DIRECTOR FOR HUMAN RESOURCES

 

JOB GOAL

The Director for Human Resources is responsible for assisting the Assistant Superintendent of Human Resources with the implementation of all personnel practices and policies for Certified Staff and Educational Support Professionals in the District.

QUALIFICATIONS

  • Current Arizona Administrative Certificate or other similar supervisory experience
  • Minimum of five (5) years of administrative experience required
  • Successful elementary (K�8) experience as a building principal/District level administrator preferred
  • Experience in Human Resources preferred
  • Evidence of leadership in delivery of professional development for evidence of working knowledge of Governing Board policies, state and federal laws regarding personnel management
  • Evidence of knowledge of national standards and the Arizona Academic Standards
  • Evidence of successful experience working with employee associations preferred
  • Evidence of independent decision-making skills
  • Evidence of strong interpersonal skills
  • Evidence of collaborative skills
  • Demonstrated knowledge of technology skills
  • Demonstrated ability to communicate in oral and written form
  • Bilingual (Spanish) preferred
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

 

 

PERFORMANCE RESPONSIBILITIES

 

Responsibilities shall include, but not be limited to, the following:

  • Assist with the recruitment, selection, and employment of the best qualified personnel to staff positions for all District openings.
  • Assist with background checking and fingerprinting procedures for applicants and employees.
  • Assist with training and monitoring of an employee appraisal program that contributes to the continuous improvement of staff performance.
  • Provides input on design of job application forms used by the District, ensuring their compliance with state and federal statutes, and Board policies on non-discrimination.
  • Works with administrators on personnel matters and staffing at the direction of the Assistant Superintendent of Human Resources.
  • Assists with assignments, transfers, resignations, and dismissals of personnel under the direction of the Assistant Superintendent of Human Resources.
  • Provides necessary advice and processing for issuance and renewal of licenses, certificates and/or state credentials.
  • Assists in making timely announcements of dates to be observed by applicants and employees to comply with State and District requirements.
  • Provides input on the development of personnel policies in accordance with state law for submission to the Board for adoption.
  • Assists in maintaining personnel handbooks.
  • Assists with administrative responsibility for routine duties of the Human Resources office.
  • Engages in advocating, promoting, and securing the rights for all persons with particular reference to employees of the District.
  • Assists with the coordination of the management of the District personnel recordkeeping system.
  • Assists with the preparation of work agreements and continuing employment paperwork for all employee groups.
  • Assists with the management of the substitute calling system and oversees the recruitment, selection, and employment of all substitutes.
  • Assists with managing the Human Resources' budget.
  • Assists with all advertisement and job postings for vacant job positions in the District.
  • Assists with maintaining and updating job descriptions in the District.
  • Attends state, regional, and national professional conferences related to personnel matters at the direction of the Assistant Superintendent of Human Resources.
  • Continues own professional development through activities such as: involvement in professional organizations, attendance, and presentation at professional conferences.
  • Acts as the District's Title IX Coordinator.
  • Performs other job-related duties as assigned.

KNOWLEDGE AND SKILLS

  • Knowledge of applicable Federal, state, county and city statutes, rules, regulations, policies and procedures.
