BACKGROUND

Purpose of Activity/ Assignment:

2025 is a significant moment for polio eradication efforts. The months ahead are high risk, but with important opportunities for UNICEF’s advocacy and to secure essential results. UNICEF is looking for a consultant for seven months to support key moments and initiatives which are part of UNICEF’s Global Polio Advocacy Strategy. Additional capacity is needed in the Division of Global Communication and Advocacy, Advocacy Section, to undertake timebound projects and scale up polio advocacy results at a crucial moment in time. This includes delivering resources and materials for global advocacy moments, including World Polio Day (24 October).

UNICEF’s polio advocacy is supported by a leading Foundation. This role will support a number of key grant deliverables from April 2025 to October 2025.

Scope of Work:

The consultant will produce background research and analysis to inform advocacy and communication strategies and approaches (global, regional, and national levels); facilitate the development and delivery of at least two global advocacy moments, briefings and/or events; and deliver essential advocacy materials (including key messages, calls to action, and internal communications) to support the Global Polio Advocacy Strategy and essential polio advocacy grant deliverables

  1. Develop dissemination materials for a polio outbreak and campaign documentary 
  • Produce an advocacy plan and associated materials for a polio outbreak and campaign documentary (filmed in 2024 and finalized in Q1 2025)
  • A concept note and project plan for at least one advocacy event which utilises the documentary in support of UNICEF Global Polio Advocacy Strategy  
  • A set of internal communications messages, materials, and resources to enable UNICEF offices to plan events and engagements with the documentary

  1. Global Polio Advocacy Brief  
  • Development of the global polio advocacy brief, including document review and background analysis/research
  • Develop a set of advocacy and communication resources (key messages, call to actions, and internal communications) to accompany the global polio advocacy brief

31 August 2025

  1. Produce result reports for senior leadership and donors
  • Create at least two results reports showcasing results from countries which are part of the Polio Advocacy and Communication Grant. This includes gathering information from offices and creating donor friendly and compelling documents which can be shared with senior stakeholders
  • Produce a shorter spotlight report on UNICEF Polio advocacy engagement and successes from country, regional and global level for UNICEF senior leadership to draw from in meetings and public speaking engagements
  • Produce summary report for World Polio Day advocacy and communication activities by UNICEF global, regional, and country offices
