Senior Navy Analyst

This position is contingent upon successful contract proposal submission and award.

Prevailance is seeking an experienced and mission-focused professional to support the Navy Analytic Studies Program as a Senior Analyst. Support includes the use of modeling, simulation and analysis tools and techniques to support Navy’s performance of its analytic portfolio.

Responsibilities may include but not limited to:

• Develop analytic framework to support capability based assessments and analyses of products, campaign analyses and assessments for OPNAV, the Fleet, OSD/Joint Staff, and for Navy senior leadership decision forums 
• Develop scenarios and operational concepts based on Government inputs that are sufficiently detailed for use in naval and      joint campaign analyses
• Perform rigorous, time critical naval or joint campaign and mission- level analyses, usually based on modeling and simulation that illuminates complex warfare issues to support decision-making in the PPBE process 
• Develop databases to support warfare analysis 
• Interface with all levels of DOD management as required to successfully meet program objectives
• Conduct analytic support encompassing all aspects of joint campaign, mission, and engagement-level modeling, including manpower and personnel, training and education, infrastructure, long-term planning, policy, medical logistics planning, and both afloat and ashore readiness
• Provide coordination across the Office of the Chief of Naval Operations (OPNAV) staff, the Fleet, Systems Commands (SYSCOMs), Combatant Commanders (COCOMs), Marine Corps and other Service Staffs, Joint Staff, and Office of the Secretary of Defense (OSD) staff

Requirements

Experience:

• 10 years of experience in aerospace, electrical, mechanical, and / or systems engineering applied to Navy technical programs OR 7 years of experience in military, geopolitical, or war-fighting applications and analysis 
• Experience in supporting modeling and simulation-based analysis and managing budgeting, cost tracking/analyses, warfare analysis, project scheduling/tracking, and logistics requirements analysis 
• U.S. citizenship required

Preferred Qualifications:

• Previous experience in a Navy Operations Analysis billet
• Ability to apply R, Python, and/or SQL code 
• Familiarity with Jupiter ADVANA, Qlik Sense, and Databricks
• Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process
• Understanding of the Analytic Framework for Capability-Based Assessments and OSD / Joint Studies
• Knowledge of Naval Campaigns and Navy Mission Areas
• Familiarity with OPNAV organization, military rank structure, and terminology
• Professional certification in Emerging Techniques in Analytics and Data Science
• Professional certification in Critical Skills / Tools for Analytics Professionals
• Professional certification in Advanced Excel Functions for Data Analysts
• Professional certification in US National Security Risk Analysis
• Professional certification in Wargaming

Education:

• Bachelor’s degree in operations research or related field (must include at least 24 semester hours in operations research, mathematics (probability, statistics, mathematical logic, etc.), computer science, engineering (aerospace, electrical, mechanical, systems engineering, etc.), political science, intelligence, foreign or international relations, and / or national security studies)
• Master's degree in operations research or related field highly desired

• Must possess an active SECRET Security Clearance
