Job Description

Turner & Townsend is seeking a Director of Cost Management who will act as Senior Budget Manager across a $7 billion rail tunneling program of work. Experience on major rail programs is required and experience with CMAR and GMP delivery roles is preferred. Residence in Baltimore is preferred, however, residents of adjacent metro areas will be considered for a hybrid arrangement (T,W,Th) onsite.

You will be responsible for developing, maintaining, and reviewing cost management data including budget and cost forecast and providing accurate and timely reporting of cost data including:

Responsibilities

• Preparation and review monthly reports for accuracy of cost information.
• Review and Analysis of variances in cost and schedule and make recommendations for corrective actions.
• Coordinate and gather all information for special reports and requests.
• Reconciliation and edits to the Cost Management System for Budget, Cost and Change Information.
• Develop and coordinate the cost reporting requirements to assist PCM’s, PC, CM’s and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes. 
• Oversee and review the output documents and reports generated by Cost Engineers within Program Controls.
• Coordinating with Regional Project Controls for required project level reporting.
• Ensure accuracy and completeness of processes and data for tracking.
• Program wide Change Orders and BOC’s, ensuring all have been captured in the system accurately.
• Support the development of Program’s Cost Management processes
• Works under the Risk Management Office Program Controls Branch.
• Develops monthly cost reports.
• Coordinates with regional project controls staff for required project-level reporting.
• Performs weekly QA/QC of the project cost data and communicates corrections.
• Ensures cost data is correctly loaded into the Cost Management System to capture cost reports. 
• Prepares Program Controls functional unit Cost Budget. 
• Monitors and reports monthly on hours and cost for Budget, Forecast, and Actual. 
• Develops monthly accruals and burn rates for Program Director’s approval.
• Communicates with project managers to acquire cost data from each project. 
• Provides monthly burn rates and reversal for monthly accruals. 
• Verifies changes are properly reflected in the cost forecast and assesses impact on contingency, escalation, and cash flow.
• Creates cost forecasts and funding that conforms to the Cost Management Plan.

Skills Required

• Technical knowledge complex Rail construction projects and proven full-lifecycle delivery experience

• Good knowledge of all methods of construction and procurement.

• Experienced with, or managing team that uses multiple estimating tools and applications.

• Strong experience with spreadsheets and databases.

• Collaborative approach, able to develop strong relationships with clients and stakeholders, internally and externally.

• Demonstrated strong listening and communication skills.

• Proven cost and/or commercial management experience, ideally within a consultancy environment.

Qualifications

• Extensive knowledge of: Principles and practices of project management and cost control; project cost planning and reporting techniques; construction project phases and disciplines. 
• Ability to use analytical techniques to provide cost analysis and provide solutions.
• Research and compile data and maintain accurate and complete project records.
