Position Summary

The Director of English Language Learning and Adult Education oversees the department's day-to-day management and strategic direction. The position includes oversight for education and training, supervision and evaluation of staff and faculty, and maintaining compliance with funding and regulatory bodies. The Director leads the strategic planning efforts to establish goals, enhance student access and program outcomes, and promote continued growth and revenue generation for the English Language Learning and Adult Education department. The Director also plays a critical role in fostering relationships with key partners at a local and regional level and acts as a liaison for the college regarding programs and strategies related to the Workforce Investment Opportunity Act (WIOA).

This position reports to the Assistant Dean of Programs, School of Continuing Education and Workforce Development (CEWD).

Pay dates occur on the 7th and 22nd of each month. If those dates fall on a weekend, the pay date occurs on the Friday prior to the 7th and 22nd. As an employee of the college, you are eligible for a comprehensive benefits package.

Job Duties and Responsibilities

Manage the day-to-day operations of programming in English Language Learning and Adult Education at various locations throughout Anne Arundel County, including the office in the Sarah E. Carter Building at Glen Burnie Town Center. Supervise staff of 17 personnel and approximately 70 - 90 adjunct faculty instructors at multiple locations throughout Anne Arundel County. Direct a mix of full-time permanent staff, hourly, and work-study staff.

Manage over 1 million dollars in grant, enterprise, and operating budgets. Develop annual budget recommendations and allocate, monitor, and control assigned program budgets. Monitor and analyze enrollment, headcount, and FTE for all departmental programs on a weekly basis and adjust marketing and course offerings as needed to maximize enrollment and FTE for the college. Continually evaluate enrollment at off-site locations and negotiate community partnership agreements for additional space as needed. Assures compliance of programs with accrediting organizations, regulatory agencies, college policies relevant state regulations and any specific licensure or certification requirements.

Act as a liaison between the college and the American Job Center partners on WIOA issues. Provide content and program support to the college community in all matters related to English Language Learning and Adult Basic Education. Provide oversight for all area program development, instruction, and evaluation. Ensures that the department's outreach and engagement strategies embody DEIAA principles.
