Staff Program Manager, Software Capacity Planning

Hybrid: This role is categorized as hybrid. This means the successful candidate is expected to report to the Mountain View Technical Center in Mountain View, CA three times per week, at minimum.

The Role

As a Staff Program Manager specializing in Software Capacity Planning, you will lead the strategy and execution of long-range resource modeling across our global software organization. You’ll design scalable frameworks to forecast engineering capacity aligned with portfolio roadmaps, product strategy, and fiscal planning. You’ll partner with engineering, product, finance, and strategy leaders to translate ambiguous inputs into actionable workforce models that enable confident decision-making at scale.

This is a critical role within our Software organization, ideal for someone who has operated in a high-growth tech environment and understands how to balance strategic modeling with real-world execution dynamics.

What You’ll Do

  • Build and operationalize scalable, data-driven engineering capacity models based on product roadmaps, delivery velocity, and work drivers (e.g., epics, story points, OKRs).

  • Drive long-range headcount forecasting in collaboration with portfolio planning, finance, and HR to support annual planning, quarterly recalibration, and business-case development.

  • Integrate fragmented data sources (Jira, ADO, HRIS, financial tools) to produce high-confidence insights on team utilization, skill mix, and growth needs.

  • Partner with senior leaders across Software & Services to align on modeling assumptions and identify organizational bottlenecks or inefficiencies.

  • Enable portfolio scenario planning by comparing forecasted demand with modeled capacity across programs, domains, and platforms.

  • Surface risks and opportunities using clear, consumable dashboards (Power BI, Tableau, or equivalent) and articulate tradeoffs in resourcing across competing priorities.

  • Serve as the internal SME for resource modeling, advising on best practices and tooling evolution to support workforce intelligence.

Your Skills & Abilities (Required Qualifications)

  • 8+ years of experience in technical program management, workforce planning, capacity planning, or strategic operations, ideally in software-driven organizations.

  • Proven success developing engineering capacity models in large, matrixed environments.

  • Ability to translate ambiguous, incomplete data into confident, executive-ready recommendations.

  • Strong stakeholder management and communication skills — able to engage effectively from engineering directors to finance executives.

  • High comfort with experimentation, iteration, and learning through failure.

  • Deep understanding of how engineering organizations operate, staff, and scale.

What will give you a competitive edge (Preferred Qualifications)

  • Experience at a high-scale tech company building workforce or headcount modeling/forecasting tools.

  • Proficiency in SQL, data wrangling (ETL), and statistical modeling.

  • Experience with Power BI, Tableau, or similar tools to produce self-serve capacity dashboards.

  • Familiarity with Agile work systems (Jira, ADO, Jira Align) and linking engineering output to resource planning.

  • The salary range for this role is $168,000 to $258,800. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
