The Boeing CompanyThe Boeing Company is looking for a Senior Labor Estimator based out of Long Beach, CA, Mesa, AZ or San Antonio, TX.
As a Senior Labor Estimator for the C-17 program, you will be responsible for development of Truth in Negotiations Act (TINA) compliant cost/price estimates in support of U.S. government proposals. You will serve as a Subject Matter Expert (SME) on compliant and adequate labor Basis of Estimates (BOEs) for all estimating methods with emphasis on data driven methods and well supported documentation. Additional responsibilities include pricing labor, material and Interorganizational Work Transactions (IWTs) estimates via the Pro-Pricer system. You will be assigned to more complex proposals, working with cross-functional proposal teams throughout the entire proposal process to include customer requirements evaluation, development of estimating strategies and instructions; collaborate with various functions that contribute to contract scope to develop high fidelity and quality cost and price estimates that meet proposal quality governance expectations; and provide fact finding and negotiations support with expert estimating knowledge, supporting data, cost risk and opportunity analysis.
Key Responsibilities:
Collaborate with cross functional teams to develop and prepare TINA compliant cost estimates in support of U.S. government proposals
Act as the SME for labor estimation, providing guidance and support to the estimating team and the C17 program to ensure compliance with Boeing Estimating System Manual (BESM) as well as Federal Acquisition Regulations (FAR) and ensure these policies and procedures are communicated to and applied across the team.
Support high-visibility and high-dollar value proposals, demonstrating expertise in cost estimates and pricing total proposals
Present estimates and analyses to leadership, showcasing strong communication and leadership skills
Conduct data analysis and summarize findings for leadership, including performing risk and opportunity analysis to inform business decisions
Participate and provide C17 estimating expert knowledge on key Estimating function process improvements, tools, and other project initiatives
Basic Qualifications (Required Skills/Experience):
Bachelor’s degree
8+ years of estimating or related experience
3+ years of experience with U.S. government FAR and DFAR contracting or proposals
2+ years of labor estimating and pricing experience
Preferred Qualifications (Desired Skills/Experience):
Master’s degree in business, statistics, finance, or a related field
Strong communication and presentation skills

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $143,650 - $194,350
