Primary Duties and Responsibilities

- Responsible for the development and implementation of human resources programs that achieve company strategies, in direct collaboration with peers and executive leadership.
- Directs the administration of human resources programs including, but not limited to, compensation, benefits, and leave; payroll; employee/labor relations; performance and talent management; recognition; inclusion and diversity; training and development, and succession planning.
- Provides leadership in developing strategies for workforce plans, performance management, and employee and labor relations.
- Leads and provides counsel on employee relations strategies including investigation of issues, compliance with employment laws, disciplinary actions, employee development and coaching support. Leads the development and administration of the company’s labor relations strategy utilizing best practices, stakeholder engagement, and risk mitigation.
- Supports the activities of Corporate Security department including, but not limited to, conducting investigations and developing security-related policies, procedures and training programs for employees and contractors.
- Supports/drives initiatives and efficient processes, in close alignment with corporate HR partners, in the areas of learning/training, leadership, performance and succession, and organizational development efforts.
- Directs effective execution of departmental business plans and associated O&M budgets to achieve corporate and departmental objectives. Leads the emerging technology strategy for the department including project management of digitization initiatives.
- May represent the Company in testifying in New Mexico Public Regulatory Commission (PRC) matters.
Successful Candidate Must Have:
- A Bachelor’s degree in Human Resources, Business, or related field
- 10 years of direct work experience performing the duties and responsibilities of this position
- 5 years of supervisory experience
- A valid driver’s license with an acceptable driving record
- Preferences: Master’s Degree, PHR, SHRM-CP, or other HR-related professional certification(s)
Working Conditions
Normal office environment. Occasional field visits where travel is required. Field visits may require personal protective equipment including, but not limited to, safety glasses, puncture resistance boots, hard hat, worn while performing the function. Must be able to work irregular hours, including long hours, on-call and 24/7 availability as needed. May be required to work overtime and weekends depending on business needs. Ability to stand or walk up to 1/3 of the time and regularly required to sit up to 2/3 of the time. Manual dexterity is required to perform computer applications and good vision is required to perform all aspects of the job. May occasionally lift and/or move up to 10 pounds.
