Role Summary
We have an exciting opportunity for an experienced Procurement professional who will be responsible for leading the overall procurement activities associated with Contingent Workforce Team which provides dedicated support managing multiple procurement methods. You will have the opportunity to work in a dynamic growth-oriented environment that supports a broad portfolio of programs and reports to an Associate Dir of Procurement.
What You Will Do:
- Prepare and obtain of all manner of solicitations including RFQ, RFP, RFI and cost Proposal/Quotation activities from prospective subcontractors, leased labor, technical service and consulting.
- Employ various techniques to analyze cost/price, technical capability, and financial viability.
- Managing Supplier's critical path in support of key program milestones.
- Monitoring and reporting cost, schedule and status of suppliers and recommends or implements corrective action as necessary.
- Analyze quotations/proposals utilizing price/cost analysis techniques such as CAPA and Price Analysis Justification.
- Review of Statements of Work ensure in accordance with Policies, work instructions, state and federal law.
- Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms).
- Place Purchase Orders for both high and low dollar and various procurement complexity.
- Engage in significant interaction with Business EXIM, Legal, Sr. Leaders, Gate Reviews, internal and external stakeholders as well as program.
- Support escalations and resolution of internal or external customer.
Qualifications You Must Have:
- Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience.
- Minimum 5 years experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), ITAR OR import/export requirements
- Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, T&M, etc.).
- Experience with SAP (PRISM/APEX).
- Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
- Price Cost Analysis experience
- Experience with automation tools
- Experience processing information and manage multiple conflicting priorities to drive to successful outcome (i.e., multi-task).

Qualifications We Prefer:
- Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
- Experience with supplier management
- Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule
- Knowledge of EXIM procurements and all the rules and regulations involved in those situations
- Experience with Government contracts, processes, and procedures
- Experience with proposals and understanding of all phases of sourcing, procurement execution to include price negotiation reductions and terms and conditions, completion of compliance EPAD Packages
- Previous experience with integrated supply chain, including strategic procurement
- Ability to understand technical requirements of procured services including Statements of Work (SOW) and Leased Labor.
- Ability to complete compliant Procurement Packages utilizing Raytheon standard systems
