Position Specific Summary
The Electrical Engineer position at the City of Tucson’s General Services Department manages facility electrical design projects by coordinating project schedules, budgets, and the design and installation of electrical systems in city facilities, while also collaborating with other professional disciplines.
Work is performed under the supervision of the Engineering Manager. This position exercises supervision over Architecture & Engineering personnel.
Duties and Responsibilities
- Determines workload priorities, assigns work and coordinates staff to ensure the timeliness and quality of work as well as adherence to local, state, and federal governmental regulations and other applicable rules and requirements. Monitors progress, reviews labor reports and reassigns workloads as required. Assists with the implementation, evaluation, and interpretation of department policies and procedures. Participates in hiring and recruitment, evaluates and supervises employee performance, recommends disciplinary action, and ensures proper training of staff. Identifies personnel issues and facilitates resolutions, mentors employees and provides guidance. Assists with approving leave requests, monitoring leave balances, verifying timecard accuracy, and approving employee timecards for processing.
- Manages facility electrical projects, including low and medium voltage systems. Provides instruction, assists with trouble shooting, and provides engineering solutions to electricians responsible for maintaining facility electrical systems. Maintains the Architecture & Engineering Division’s, Building Design and Construction Standards for electrical system design and installation, ensuring compliance with current codes, ease of maintenance, safety requirements, and energy efficiency measures.
- Prepares work order estimates by developing a project scope and collaborating with user groups to identify requirements, timeframes, and budgets. Prepares electrical system cost estimates and project budgets, including design, construction, permit fees, and other applicable costs for review and approval.
- Manages facility electrical projects of various sizes, and as needed, manages projects outside the scope of electrical engineering, including major new structures and tenant improvement projects. Acts as a liaison between city agencies, design consultants, and contractors, ensuring effective communication and project coordination. Accepts fee proposals and bids for individual projects through on-call contracts. Reports design and construction progress to Management. Reviews the electrical systems of construction projects designed by on-call consultants to ensure they are energy efficient, cost effective, maintainable, and meet user group needs and city standards. Monitors projects to ensure adherence to project budgets and schedules by tracking expenditures, processing change orders and pay applications, and by updating project status.
- Collaborates with user groups to understand the needs of their renovation and construction projects and develops a scope of work used to create design fee requests for proposals. Reviews progress drawings and specifications for adherence to project scope and Building Design and Construction Standards. Attends design review meetings and site visits as required. Assists consultants with the permitting of drawings by working with Planning and Development Services Department counterparts.
- Prepares bid requests using on-call contracts, conducts pre-bid conferences, evaluates bids for completeness, answers contractor questions, and issues bid amendments. Provides recommendations to user groups based on the evaluation of received bids.
