PRIMARY FUNCTION


The Facility Security Officer (FSO) administers the Yulista security program and provides leadership with the creation and maintenance of security policy.  This position is responsible for fulfilling security requirements for five (5) cage codes; YIS, YAI, YAD, RDS (JV), and DSS (JV).  This position is the primary point of communication between the companies and the Defense Counterintelligence and Security Agency and other federal security entities.  

ESSENTIAL FUNCTIONS
•    Create, execute, and monitor the security policies, procedures, and practices in compliance with the Government security requirements.  
•    Conducts  bi-annual self-inspections of all aspects of the operation for compliance with applicable client, DoD, and NISPOM guidance.
•    Ensure COMSEC requirements and procedures are implemented and followed.
•    Maintains awareness of company and government security policies and procedures through training.
•    Administer  NISS and DISS/NBIS activity including processing clearances and visit requests.
•    Be the primary point of contact for DCSA  assessments and correspondence.
•    Maintain a working relationship with all security officers to ensure proper paperwork and clearances are maintained. 
•    Investigate reports of security infractions in accordance with company, NISPOM, and customer requirements. 
•    Manages the company badging system for all facilities and locations.  Ensure appropriate physical security measures are in place at each facility.
•    The Facility Security Officer may be required to perform other related duties to meet the ongoing needs of the organization.
•    Be familiar with Special Access Programs (SAP), Sensitive Compartmented Information (SCI), etc. 
•    Review and analyze contract related DD-254s; esnure the proper flowdown of security requirements to subcontractors.
•    Adminster a company-wide  Insider Threat program. 


SUPERVISORY RESPONSIBILITIES
This position Oversees the Security Specialist II/COMSEC Custodian.

KNOWLEDGE, SKILLS, & ABILITIES:
•    Working knowledge of Government security databases associated with industrial security, including DISS/NBIS, NISS, APACS, and ACCS (personnel clearance management, reports, visit requests, etc.).  
•    Intermediate to expert level skill using SIMS.
•    Intermediate to expert level computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
•    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
•    Ability to write routine reports and correspondence.
•    Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with other team members.
•    Must possess effective oral and technical written communication skills to clearly communicate information to others.
•    Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
•    Ability to follow a process.
•    Strong professional customer service skills, including active listening, prompt service and follow-up. 
•    Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
•    Ability to learn and understand corporate policies and procedures and how they relate to goals.
•    Ability to perform basic mathematical computations.
•    High degree of self-motivation and the ability to work independently. 
•    Ability to multi-task.
•    Knowledge of standing up and maintaining Classified Open Space is a desired skill.


QUALIFICATIONS: 
•    Active Secret Security Clearance with the ability to obtain and maintain TS Security Clearance.
•    A college degree and a minimum of five (5) years of experience in the role of FSO or Security Manager position or, ten (10) years of experience in the role of FSO or Security Manager in lieu of a college degree.
•    A current NCMS Industrial Security Professional (ISP) Certification and/or current SPēD certification(s) is a plus
