Job Duties

Manages programmatic direction, delivery, policy, and growth strategy for Virginia Works’ Registered Apprenticeship and Work-Based Learning teams. Serves as project manager and lead on key initiatives to expand Registered Apprenticeship throughout the Commonwealth, bringing together diverse stakeholders and cross-functional teams to execute projects. Engages with employers, partners, Local Workforce Development Boards, other state agencies, non-profits, and intermediaries on behalf of the Registered Apprenticeship team. Develops Virginia Works’ strategy to support and integrate other forms of work-based learning into our service offerings, including internships, returnships, externships, and more. Ensures compliance with federal guidelines around Registered Apprenticeship and engages with the Virginia Apprenticeship Council and the US Department of Labor on behalf of Virginia Works as the State Apprenticeship Agency (SAA). Supervises staff, works cross-functionally with other program and functional managers and leaders, manages external communications, and makes formal presentations.

Minimum Qualifications

Demonstrated comprehensive knowledge of the functions, purpose and methods of training; Registered Apprenticeship and internship programs and activities. Demonstrated knowledge of trade practices and operations; vocational education and/or workforce programs; work-based learning principles and practices; workforce, business, and educational systems; state and federal policies and regulations related to apprenticeship programs and/or other work-based learning systems; strategic communications; and grants management. Demonstrated strong leadership, executive management, policy development and implementation, program management, computer (PC-based software such as MS Office Professional 365), facilitation and long-term planning skills. Demonstrated ability to manage projects effectively from concept development through program implementation; lead change initiatives and promote continuous improvement strategies; promote and drive a growth and expansion mindset for staff; prioritize workload, anticipate needs and meet deadlines; respond to changing priorities; conduct research, draw sound conclusions, and report findings. Ability to work as a team player appropriately exhibiting a positive attitude; manage budget and professional staff; communicate effectively both orally and in writing with a diverse constituency; draft reports and correspondence; make effective oral presentations; provide support to diverse constituents (e.g., apprentices, employer partners, workforce board directors and external organizations); ensure compliance with state and federal requirements; and demonstrate attention to detail. Demonstrated broad subject matter knowledge on all forms of work-based learning (WBL) including Registered Apprenticeship, internships, co-ops, and K-12 CTE. Experience cultivating and maintaining connections in the business community.

Additional Considerations

Experience with MS TEAMS functions and features and the ability to use those for effective team collaboration and information sharing. Experience working with workforce development activities, such as WIOA, Adult Basic Education, SNAP, ET, Re-entry programs, employment services and vocational rehabilitative services. Experience managing and promoting a web-based learning program in a governmental setting.
