Serving as Gannon University’s designated Title IX official, this position provides innovative and visionary leadership, direction and coordination of a successful campus-wide effort in compliance with Title IX. This includes responsibility for overseeing a comprehensive campus-wide strategic plan to reduce sexual assault in all forms, providing supervision of deputy Title IX officers and any Title IX investigations, and for ensuring institutional accountability in effectively responding to reported concerns and complaints. Oversees the University’s Student Conduct Process and
advises, trains, and delegates cases to University hearing officers. Oversees a comprehensive prevention program for alcohol, other drugs and violence. Integrates and coordinates actions and initiatives with campus and university partners to maximize quality and effectiveness of services delivered to an increasingly global student population.

Title IX Compliance
  1. Develop and oversee a comprehensive multi-campus strategic plan to reduce sexual assault and ensure institutional accountability in responding to reports.
  2. Enforce the Sexual Misconduct Policy for Students and ensure compliance with institutional, state, and federal policies and guidance.
  3. Supervise deputy Title IX officers responsible for enforcing and reporting the Sexual Misconduct Policy for Employees and Students.
  4. Administer and track all Title IX and Alcohol, Other Drugs, and Violence (AODV) mandated training for students, faculty, and staff.
  5. Oversee investigations of sexual harassment complaints, review findings and remedies, and serve as a consultant to the sexual misconduct hearing panel.
  6. Address patterns or systemic issues related to complaints and assess overall university response effectiveness.
  7. Maintain and update the university’s sexual misconduct, harassment, and discrimination policies for compliance.
  8. Serve as a knowledge expert, providing consultation and technical assistance on Title IX matters.
  9. Organize and maintain confidential Title IX case files using electronic records management software.
  10. Maintain an updated, accessible Title IX website for the university community.
  11. Ensure all Title IX responses, investigations, and procedures follow a trauma-informed approach to support affected individuals.
  12. Conduct and analyze campus climate surveys related to sexual misconduct, harassment, and discrimination to assess effectiveness and areas for improvement.
  13. Build or maintain relationships with local law enforcement, victim advocacy organizations, and legal counsel to ensure a coordinated response to Title IX cases.
  14. Benchmark institutional policies against national best practices and legal standards to ensure up-to-date compliance.
  15. Work with campus counseling, student support services, and advocacy programs to provide appropriate resources for students involved in Title IX cases.
  16. Attend and participate in ongoing Title IX training, legal updates, and professional development opportunities to stay current on evolving regulations.
Alcohol, Other Drugs, and Violence Prevention (AODV) Awareness/Training:
  • Ensure compliance with the educational requirements of the Violence Against Women Act (VAWA) and the Drug-Free Schools and Campuses Act (DFSCA), including completion of the AOD Biennial Review.

Student Conduct/Accountability:
  • With the assistance of other campus personnel, manage the University Student Conduct Process for all non-academic policy violations.
  • Administer training for student conduct hearing officers and Student Conduct Board members.
  • Adjudicate high-level student conduct incidents.
  • Annually review and update the Student Code of Conduct and Student Conduct Procedures, ensuring accessibility through the online Student Handbook.

Administrative Responsibilities:
  • Collaborate with Campus Police and Safety to ensure compliance with Clery Act reporting and associated Title IX and AODV compliance.
  • Determine fiscal needs, track budgetary recommendations, and monitor expenditures.
  • Periodically review university policies to ensure clarity, consistency, and efficiency.
