Human Resource Specialist:
Salary Range: $38,407 - $69,792
Job Description: Human Resources Specialist is the full performance level that is responsible for performing activities in a variety of human resources areas such as compensation, benefits, recruitment/selection, equal employment opportunity and employee relations.
General Work Tasks: Interviews, screens, and refers applicants for employment or for volunteer placement; Conducts new employee orientation and/or other employee training; Formulates teaching outline and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods; Coordinates Employee Assistance Program services and seminars; Assists in researching and analyzing existing policies, practices and procedures and preparing recommendations; Interprets personnel policies and procedures; Provides technical assistance and advice to department supervisors, representatives and employees on a variety of personnel management issues; Coordinates and conducts new hire orientation on county benefits; Processes benefit changes, handles benefit inquiries and benefits administration; Coordinates wellness programs; Processes all personnel action forms related to salary changes; Processes deferred compensation paperwork and answers inquiries; Coordinates interview process, Reviews job and class specifications and makes revisions as required; Assists employees with retirement, termination and related matters significant innovation, initiative, and/or makes a major contribution to the agency.
Core/Essential Responsibilities::
- Ensures all personnel files retain all policy requirements.
- Ensures that all required trainings are completed by staff and proper documentation secured in Personnel File.
- Prepares LPR and EPPE's for position changes, complete performance plan for own staff
- Oversee all EPPE are completed for agency staff.
- Monitors required staff training requirements
- Complete and track FMLA; monitor FMLA leave and hours used. Follow up with doctors and status of FMLA.
- Post open positions for recruitment and prints applications when position closes.
- Completes hiring processes/terminations in LHRC.
- Completes end of probation, end of training, redefinitions and promotions to maintain correct salaries for agency staff and update status in LHRC.
- Prepare pay change notices for all personnel changes to county HR.
- Maintain current organizational charts, position and staff change spreadsheets, and management action due reports.
- Monthly certification duties
- Preparing agency for shelter management
- Attend Emergency Task Force Management Meetings as needed
- Maintain and updates agency emergency shelter contact list
- Prepares letters for employment for new hires and conducts new employee orientations
- Prepares and sends out new employee packets.
- Ensure staff are provided agency policy and procedures correctly.
- Receive all worker emails from the RMsPlus system and ensure the workers enter their RMS responses timely and accurately. Respond on behalf of workers in their absence. Verify the quarterly RMsPlus Roster for work schedule accuracy.
- Supervises Clerical Staff and ensures assigned tasks are completed timely and accurately.
- Trains Clerical staff and orients new employees.
- Ensures quality of work of employees and hold monthly meeting with staff as needed.
- Coordinates office services activities and functions.
- Develops new office procedures
- Manage & coordinates agency car fleet and duties
- Maintain list of contracts, example RICOH, Pitney Bowes, Document Destruction
- Monitor all maintenance/supply requests, ordering of supplies and inventory
- Operate as an agency security officer; setting up/terminating employees in SAMS system
- Report purge amounts via an electronic form process to the Library of Virginia
Minimum Qualifications:- Skill in operating a personal computer and the associated software. Skill in operation a variety of automated office equipment, calculator, fax/copier; and computer-driven word processing, spreadsheet, graphics and file maintenance programs; operate a motor vehicle.
Demonstrated ability to: communicate effectively both orally and in writing; analyze data and to prepare specialized and detailed reports; establish and maintain good working relationships with staff, employees and the State Human Resource Department; good speaking and oral presentation skills; develop and conduct training programs; and apply established policies, practices and procedures.
