Executive Office of Housing and Livable Communities (EOHLC) is seeking a Diversion Technical Assistance Manager in the Division of Housing Stabilization (DHS)!

 

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

 

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

 

OVERVIEW:

The Diversion Technical Assistance Manager, (hereinafter known as “the Manager”) leads a team of Program Coordinators in their oversight of a portfolio of Diversion Providers who are contracted by EOHLC to administer the Diversion program which supports homeless households in finding new housing and avoiding shelter entry. This team is responsible for providing technical assistance to Diversion providers and monitoring their performance. The Manager is responsible for defining and refining how performance is measured across the portfolio and ensuring that the Coordinators and the Diversion providers are equipped to ensure effective service delivery. The Manager is also responsible for collecting feedback from Diversion providers and communicating that feedback to inform policy development and program decisions at EOHLC.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1) Supervision and Leadership

·         Supervises two staff in their oversight of a portfolio of Diversion providers.

·         Maintains a portfolio of providers as the supervisor, based on staffing and agency needs.

·         Makes recommendations to the Manager of Homelessness Prevention & Diversion and the Director of Prevention and Diversion on policy-based observations from the field and information obtained from providers and other sources.

 

2) Technical Assistance and Training

·         Oversees and direct “hands on” technical assistance to Diversion providers to improve operational performance and ability to deliver program outcomes in emergency timeframe.

·         Assesses provider budgets and recommend increases or decreases based on demand and performance.

·         Coordinates and implements any changes to Diversion policies and guidance and the dissemination of guidance to Diversion providers and other stakeholders.

·         Identifies training and/or deeper technical assistance needs among Diversion providers (individually and statewide).

·         Coordinates with team to conduct trainings and implement agency-specific technical assistance plans.

 

3) Compliance:

·         In conjunction with EOHLC’s compliance and internal controls team, designs and implements a comprehensive monitoring program to ensure that Diversion activities comply with program guidance and applicable regulations.

 

4) Contract Management:

·         Prepares and manages contracts with Diversion providers and other vendors, as needed.
