Role Description:
Arcadis is seeking a highly skilled and motivated HR Manager - Gateway Program to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). Unlike a traditional corporate HR role, this position is dedicated specifically to a major client project and will focus on delivering HR support, policies, and procedures tailored to the needs of the program staff working on this once-in-a-generation infrastructure effort.
NOTE: This is a Project Human Resources Manager role supporting the Gateway Hudson Tunnel Project (HTP). It is not a corporate HR position. The focus is on providing HR leadership, policies, and support to the project delivery team (JV Partnership), ensuring successful staffing, workforce planning, and people management throughout the lifecycle of this major infrastructure program.
We are working in partnership with our JV Partners as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

As part of this high-performing, multidisciplinary team, you will be responsible for supporting the people and HR needs of the project team — not corporate headquarters — and ensuring excellence in all human resources functions across the delivery partnership.
Role Accountabilities:
- Serve as the primary HR lead for the project team in coordination with HR representatives from the other joint venture (JV) firms.
- Support project recruitment and selection activities for qualified personnel (engineers, planners, designers, etc.) throughout the project lifecycle.
- Lead the development and implementation of project-specific HR policies, procedures, and practices.
- Manage employee-related documentation, onboarding, and personnel records specific to project staff.
- Facilitate on-site communications and workshops between management and site personnel across the project representing the JV Partnership.
- Conduct project-related exit interviews and gather feedback for continuous improvement of team and project delivery.
- Lead workforce planning activities to ensure the project team is properly staffed at all phases, including start-ups and close-outs.
- Provide HR execution support for international and domestic project mobilizations.
- Leverage HR data and technology to provide project leaders with insights to support staffing and performance decisions.
- Support business strategy execution by helping project leaders identify, prioritize, and build team capabilities.
- Coordinate with the client and JV partners on confidential investigations, employee relations issues, and disciplinary actions when needed.
- Ensure compliance with labor laws, client requirements, and JV partnership agreements.
Required Qualifications:
- Bachelor’s degree in Business, Human Resources, or a related field, or equivalent combination of education and experience.
- 10+ years of HR generalist, business / client-facing experience.
- At least 2 years of experience in talent strategy, people / leadership development, and organizational effectiveness.
- Proven experience consulting with managers and leaders across multidisciplinary project teams.
Key Skills and Abilities:
- Ability to adapt HR practices to a large, complex client project environment.
