Human Resources Technicians in the Merit System assist with carrying out administrative functions related to various human resources activities within an Agency. Incumbents support human resources activities for an assigned program area or activity by following prescribed procedures and adhering to organizational policies, and the rules and regulations affecting the Agency they support. The work of a Human Resources Technician is performed with a moderate level of autonomy and requires the ability to follow a variety of organizational policies and procedures. Human Resources Technicians provide administrative support to employees, supervisors, and department heads on various human resource functions, such as processing/editing digital personnel files, preparing materials for test administrations, data entry, preparing correspondence, and providing customer service to employees and the general public.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Experience providing customer service to internal and external customers/employees including responding to inquiries, explaining workplace policies and procedures, and resolving issues or complaints.
Experience using computer software (e.g., Human Resources Information Systems, Excel, Access) to gather, update, and manage electronic data/files.

Experience working in a human resources environment.
TYPICAL JOB DUTIES:
Advises and provides information to employees, supervisors, department heads and the public on matters related to jurisdictional and departmental policies and procedures.
Assists with administration of employee benefits by assisting employees with enrolling for benefits, maintaining benefits records, and assisting employees apply for tuition reimbursement programs.
Assists with payroll functions by reviewing payroll records and data and coordinating with payroll department to update or correct information.
Assists with processing new hires by submitting certification requests to PBJC, coordinating with hiring managers to identify newly hired staff, ensuring background checks, drug testing and other appropriate medical tests are completed for potential new hires, assisting new hires with completing necessary paperwork, and participating in the new hire orientation process.
Assists with the assessment process by recruiting potential assessors, coordinating travel arrangements, printing and distributing assessment materials, and entering assessment data into appropriate databases for scoring.
Assists with the collection and evaluation of job applications by creating job announcements, reviewing submitted applications, answering questions from applicants, notifying applicants of their eligibility status and receiving/reviewing applicant appeals.
Participates in the investigation and resolution of complaints, grievances, and disciplinary appeals filed by or against Merit System Employees.
Performs general and advanced administrative duties (e.g., data entry, report writing, preparing correspondence etc.) in order to effectively fulfill departmental/jurisdictional needs.
Prepares and maintains certification lists by receiving and reviewing certification requests, establishing lists of qualified candidates for a job announcement, entering the active dates for the list, updating certification lists, and sending out lists to jurisdictions so that they can fill vacancies.
