Project Overview

The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

 

Position Summary

Bechtel is seeking a Project Accounting Manager for the NS&E team, based in Kennedy Space Center, FL. The position will be responsible for the Finance & Accounting activities for ML2 Project.  The position will be responsible for the implementation of systems and processes to support project accounting activities, including accounts payable, billing, project financial review, and other accounting activities.  The position will work closely with our clients with respect to capturing costs and accurately reporting project trial balances.  This NS&E Controller position will receive day to day direction from the Business Services Manager and functional guidance from the NS&E Controller.

 

Responsibilities

• Establishing financial and administrative controls for our ML2 Project in accordance with Bechtel policies and procedures, client’s requirements, and applicable statutory regulations.  
• Undertake the responsibility for Project books of accounts, including general ledger, subsidiary ledgers, and detailed job cost and commitment ledgers.
• Coordination and support of Expat and National NM payroll for the project assigned employees at ML2.    
• Provide support to the corporate reporting requirements for the ML2 Project books and assist with various reporting requirements as they pertain to the ML2 Project.
• Manage direct-hire timekeeping process and coordinate with BBS to process payroll.
• Ensures monthly billings are performed in accordance with contract terms for the Project.
• Manages the accounts receivable and payables to ensure prompt payments are made and received.
• Monitors status of employee receivables as they pertain to the project and works with project management in ensuring all accounts are current.
• Provides analysis of financial information, estimates of costs, and preparation of forecasts and ad-hoc management reporting as required by Project and GBU Management.
• Provides support to the office team with respect to expense report processing, my time timesheets, and Payroll queries.
• Responds to our client's inquiries and audits relative to finance-related matters, and works with client representatives to interpret provisions of contracts as it relates to accounting.
• Provides support in administration of the prime contract. 
• Provides guidance as needed to ensure project charging practices are allowable and allocable under government regulations. 

 

Qualifications and Skills

Basic Qualifications

• A recognized degree in accounting or finance and 10-13 years of relevant experience.
• Must possess the right to work and remain in the United States without sponsorship.

 

Preferred Qualifications

• Understanding of Controller organizational structure, policies and procedures.
