Northrop Grumman Aeronautics Systems has an opening for a Manager of Project Management 2 to join our team of qualified, diverse individuals within the Test Resources Center of the Test and Evaluation Organization. This leadership role is located on-site in Palmdale, CA or San Diego, CA.

Northrop Grumman Aeronautics Systems is seeking a Manager of Project Management (Level 2). The selected candidate will serve as a Functional Section Manager for the Program Support Department. This role involves managing a section of 10-15 project managers along with maintaining program responsibilities. This leadership position is available on-site in Palmdale, CA or San Diego, CA.

Responsibilities of the Section Manager include:

  • Functionally manage a team of 10-15 project managers across multiple test activities and locations.

  • Oversee a technical Statement of Work within an established program.

  • Conduct employee performance management, goal development, quarterly connections, leadership development, and knowledge retention.

  • Collaborate with programs to understand staffing needs, leadership development, performance management, and knowledge retention.

  • Foster team engagement and collaboration to drive employee engagement, enhance development, improve training, and retain top talent.

  • Support section staffing for project managers through requisition development, facilitating and conducting interviews, onboarding, and mentoring staff.

  • Assist with integration activities, data calls, metrics generation, data collection, and reporting.

  • Champion engagement activities to enhance the workplace environment.

  • Interface directly with test engineers, test leadership, technical experts, and other management within the department.

  • Direct the work of employees assigned to the task order from technical, manufacturing, and administrative areas.

  • Travel between various Northrop Grumman facilities as required (10%).

Program responsibilities include:

  • Establishing milestones and monitor adherence to master plans and schedules

  • Identifying program constraints and manage solutions, such as resource allocation or changes to contractual specifications

  • Monitoring cost scheduling, change board packages, and ensure deadlines are met

  • Managing budget objectives, adjusting project forecasts based on financial analysis

  • Overseeing forecasting for each tasking budget and manage variances

  • Interfacing with leadership and the team to update project status, scheduling forecasts, and address future obstacles

  • Delivering presentations and briefings on project status to internal leadership and customers.

  • Managing program risks and opportunities; coordinate cross-program risks

  • Suggesting new business opportunities to the Program Manager and assist with conceptual plans that may lead to new business captures

  • Planning and program performance, addressing cost, schedule, technical performance, and quality of a work package

  • Possessing full working knowledge of procedures and practices, making decisions that support accomplishments or discipline objectives

  • Collaborating with department managers/supervisors to define key general position tasks, key projects, and goals

  • Evaluating performance based on defined expectations while overseeing projects and tasks assigned to the organizational group performed by non-exempt and/or exempt employees

  • Applying knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance
