This classification will perform professional and technical human resources strategic activities in their assigned areas of expertise for the Bernalillo County (BernCo) Human Resources Department. The classification will collaborate and provide guidance to their assigned county departments and stakeholders. Human Resources Business Partners will ensure all human resources functions and solutions are addressed through a strategic business collaboration in the assigned areas of expertise.DUTIES AND RESPONSIBILITIES 1. Responsible as assigned for the oversight, coordination and guidance of the daily human resources specialized activities for county departments and stakeholders. 2. Build communications and working relationships with assigned departments to ensure various business goals and needs are achieved. 3. Under general guidance and within the framework of the defined policies, procedures and human resources practices, provides guidance to county departments and stakeholders on Bernalillo Rules and Regulations, policy and procedures to ensure continuity and compliance within the county. 4. May serve as a Human Resources liaison to departments on issues related to employee relations, including equal employment opportunity, grievance issues, employee assistance and labor relations. 5. Within the framework of the defined policies, procedures and human resources practices, recommend and assist in the implementation of department human resources strategic goals and objectives; implement modifications to policies and procedures as assigned. 6. Works to ensure the county attracts, develops and retains high quality talent, at all levels in a continuous pipeline, to support the growth objectives, opportunities and strategies of the county. 7. Identifying and implementing best practices to align, partner and collaborate with the members of the Human Resources team within the organization to ensure high standards of service. 8. Coordinate employee performance management processes and procedures to ensure timely completion; assist in providing direction to employees experiencing difficulty in carrying out assigned job duties and responsibilities; coordinate and schedule training for department employees as necessary. 9. Maintain confidential department personnel records according to established rules and regulations. 10. Compile, organize and analyze data to make recommendations to the Human Resources management on potential results in specific cases. 11. May advise and provide guidance to management regarding the appropriate administration of federal and state laws, county rules and regulations, procedures, regulations, and union contract compliance. 12. Develop reports as requested including performing an analysis and making recommendations. 13. Answer inquiries from employees and department directors concerning county rules, regulations and procedures. 14. Coordinate, develop, and maintain standard process and procedure documentation for the Human Resources department. 15. Answer written and verbal inquiries to Human Resources related matters. 16. May lead, coach, and mentor employees within the department and county. 17. Schedule and attend meetings regarding human resources related issues. 18. Any one position may not include all the job duties listed. However, the allocation job duties will be determined the supervisor. 19.
