The office of the Secretary of State is seeking a highly organized, ethical, and experienced professional to
serve as Deputy Chief Election Administrator. This leadership role supports the planning, coordination, and
delivery of fair, transparent, and efficient electoral processes. The successful candidate will assist in
managing election operations, ensuring compliance with electoral legislation, and leading teams responsible
for voter registration, polling operations, election logistics, and stakeholder engagement.

Responsibilities may include but are not limited to:
- Assist the Chief Election Administrator in overseeing all aspects of election planning and delivery.
- Coordinate election operations, including voter registration, polling station management, ballot administration, and vote-counting processes.
- Ensure compliance with relevant electoral laws, regulations, policies, and procedures.
- Represent the Secretary of State before the General Assembly giving testimony on proposed election legislation, the Kentucky County Clerk's Association, KACo, League of Cities and other related groups.
- Supervise and mentor election staff, temporary workers, and election officials.
- Develop operational plans, timelines, budgets, and risk management strategies.
- Support procurement and management of election materials, equipment, and technology systems.
- Liaise with government agencies, political parties, candidates, community organizations, and other stakeholders.
- Prepare reports, briefings, and recommendations for senior leadership and governing bodies.
- Lead special projects aimed at improving election administration and voter services.
- Act on behalf of the Chief Election Administrator when required.
- Assist the Secretary of State's Director of Communication with media inquiries relating to election procedures and matters.
- Custodian of record retention.
- Supervise staff in summons, fiscal office, customer service, executive journal, and IT. Provides management of all financial and fiscal reporting, purchasing, accounting and all related financial activities.
- State Fair Coordinator.
- Significant experience in election administration, public sector management, governance, or regulatory operations.
- Demonstrated leadership and staff management experience.
- Strong knowledge of electoral legislation, procedures, and best practices.
- Excellent organizational, analytical, and problem-solving skills.
- Strong written and verbal communication abilities.
- Ability to manage multiple priorities and meet critical deadlines.
- High level of integrity, impartiality, and professionalism.
Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Four years of administrative or management experience in elections, which can include, but is not limited to, experience in voter registration, candidate filings and certification, election official training, and interpreting and administering election statutes and administrative regulations.

Substitute EXPERIENCE for EDUCATION:
Administrative or management experience will substitute for the required education on a year-for-year basis.
