GENERAL DESCRIPTION OF POSITION
The purpose of this class is to administer the Capital Projects program, ensuring projects are completed appropriately, on time, and within budget; to manage related contracts and provides in-house project/program management from inception to completion, ensure project compliance with all applicable regulations and guidelines, and to perform other professional, technical and administrative work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
This position reports to the Director of Operational Services.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Under limited supervision, assists in the planning, procurement, supervision, management, administration, and direction of contracted services for new construction and other capital projects within the County. Includes preparing scopes of work; reviewing plans and specifications as submitted for compliance with established codes, ordinances and standards.
Ensures that construction and contracted work and services are conducted within budgetary constraints and according to County policy, codes, and standards of quality.
Assists, as needed, in the acquisition of County property.
Actively oversees new construction projects, maintaining standards, coordinating activities, and reviewing work for completeness and adequacy, making recommendations as appropriate and offering advice and assistance as needed.
Monitors projects in progress, ensuring compliance with schedules, safety protocol and all applicable federal, state, and local regulations and standards, and providing direct technical and administrative assistance.
Assists in the formation of contracts, the drafting of contract documents as it pertains to the technical aspects and project scope, among other items, the procurement of services, and in the management and administration of contracts, ensuring compliance with their terms and conditions and satisfaction of all requirements contained in those contracts, and facilitating ongoing and cooperative contractual relations.
Assists in design process by acting as the County liaison and decision maker for the end user, including preparation of preliminary cost estimates for budgetary purposes, estimation of appropriate design fee, selection of professional services firm and award of contract.
Administers contract(s) through schematic design, design development, construction documents, construction administration phases and completes the project closeout process.
Administers construction contracts as the Contracting Officer Representative as designated by Procurement, including reviewing and approving progress payments, issuing change directives and change orders, ensuring compliance with contract documents through final completion and closeout of the contract and monitoring the project through the warranty period.
Assists in establishing short and long term priorities and strategies in order to meet the County’s goals.
If applicable, coordinates projects with local, state and federal agencies, as well as other County and municipal departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies / special interest groups, and other parties as necessary.
Provides guidance and expertise to the Director of Operational Services and Administration in areas of responsibility as needed and/or requested
Participates in the inspection of construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety.
Prepares a variety of studies, reports and related information for decision-making purposes and as required by the County and regulatory agencies.
Coordinates department activities and functions with those of other County divisions, departments, municipalities and outside agencies as appropriate.
Attends and participates in County Council and Committee meetings as required.
Represents the department and County at various meetings as required.
Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
