Position Overview and Responsibilities:
The Director of Information Technology serves as the Chief Information Officer and oversees the Office of Technology and Information Services. This office manages the department’s communications and networking infrastructure, messaging systems, IT security, enterprise databases, application development and maintenance services; geospatial information systems support; an enterprise service desk; IT contract management and procurement services; project management and business analysis; and IT strategic planning and technical standards oversight.
Responsibilities include:
Responsible for all aspects of the agency's technology and information systems.
Communicate with agency leadership to develop enterprise-wide information technology long-term vision and strategies in support of DEP’s goals and operations.
Identify risks and opportunities for the appropriate and cost-effective investment in IT systems and resources (including staffing, sourcing, and purchasing).
Develop and maintain an appropriate IT operating framework and organizational structure that supports the needs of the agency.
Ensure appropriate and up to date documentation for IT processes.
Facilitate IT projects for the selection, acquisition, development, and installation of IT systems. Ensure IT project management is conducted at an enterprise level with appropriate requirements, impact analyses, conflict analyses, and risk analyses. Ensure the Project Management Office is appropriately staffed and resourced, as well as consulted and informed by all necessary parties.
Define and communicate IT plans, policies, and standards.
Responsible for enterprise IT purchasing and approval of all major system hardware and software purchasing decisions.
Responsible for facilitating IT governance to enable IT change, service improvement, operational effectiveness, IT project selection, and partnerships for initiatives that enable DEP staff in their mission.
Act as the main communication channel between IT and the program areas, meet with agency Leadership, Deputy Secretaries, and Division Directors on a regular basis to gather and understand their needs, communicate IT priorities and constraints, and convey agency needs back to IT management.
Coordinate with agency leadership to set guardrails and standards for any IT functions performed outside of OTIS.
Ensure technical debt is managed appropriately, is factored into ongoing workplans, and is communicated to the program areas.
Responsible for ensuring IT resources remediate cybersecurity and audit findings in a timely manner.
Required Knowledge, Skills, and Abilities:
Ability to effectively communicate technological frameworks, concepts, and tools to non-technical audiences and decision makers, including recommending and explaining technology solutions to senior management through presentations.
Ability to translate business goals into IT initiatives.
Ability to communicate effectively with program area and leadership to implement IT change, modernize systems, and enable department staff.
Knowledge of a broad range of IT-related topics and disciplines.
Knowledge of developing trends and anticipates future organizational impact.
Skills in critical thinking, complex problem solving, and business acumen.
