About the role
Summary
Leads research, design, and development activities to improve NYPA’s energy services. Designs, constructs, and tests and operates equipment. Ensures that standards of quality, cost, safety, reliability, timeliness and performance are met throughout all engineering activities. Provide direct oversight of contractors and onsite management of construction projects. A Construction Engineer may have background from one of the engineering disciplines.
Responsibilities
- Lead teams of project and construction management professionals as they lead and direct planning, execution, control, reporting and communication of complex and unique projects across an array of functional activities; monitor activities.
- Set department priorities, communicate progress and ensure ongoing alignment to the organization’s strategic objectives.
- Oversee and evaluate the execution of projects, working within multiple business segments and/or across corporate shared service resources.
- Monitor and report project risks that can lead to missed service levels to senior leadership and other stakeholders.
- Solve complex problems that deviate from established procedures, in coordination with other department heads. Prioritize leading, developing and maintaining mutually supportive relationships with clients, colleagues and third parties.
- Champion continuous process improvement related to a wide range of business services, methodology and project processes to reduce cost, improve quality and service levels for the clients.
- Establish governance framework and reporting for project delivery and business needs. Ensure activities are compliant with governance.
- Ensure that major modifications are properly authorized before proceeding to contract for engineering, procurement, or construction as appropriate.
- Supervise the preparation of scopes of work and statements of services and the evaluation and awarding of contracts to consultants, vendors and constructors dealing with assigned projects.
- Supervise and guide the project management organization to manage effectively, different projects from assignment to completion, and to adhere to budgetary authorization procedures and control costs in managing projects.
- Maintain and report on applicable department and project metrics.

- Ability to analyze different technical solutions presented and decide a course of action.
- Strong leadership, planning, technical and administration skills to manage priorities and make cost-effective decisions.
- Ability to ensure ongoing alignment, adoption and continuous improvement of project management tools and company standards.
- Ability to establish departmental goals and key performance indicators in alignment with the company and operational goals.
- Ability to drive risk management, including project risk assessments and scenario planning to understand impact and sensitivity of issues and plans and drive the development of contingency and/or risk mitigation plans, including escalation and coordination of decision-making.
- Ability to be a key driver of change management activities including partnering with colleagues ineffectively changing the culture, instilling a sense of empowerment, accountability and ownership within their own group and others they may work with consistently maintaining high standards for performance.
- Ability to recruit and develop staff to execute department functions, ensure effective utilization of resources through strong people leadership including consistent performance management, robust employee development and routine rewards and recognition practices.
Education, Experience and Certifications
- Bachelor's degree in Engineering. Advanced degree preferred.
- Minimum 8 years’ experience leading complex industry-related technical projects that include design, construction management, and project commissioning.
- Minimum 5 years of management experience.
- NY State PE License required.
- Experience in management and oversight of technical contractors and consultants, and formulating recommendations to Senior and Executive management.
- Experience in a project delivery role, electric utility industry preferred.
- Experience in formulating and managing multi-million-dollar technical programs and budgets.
Physical Requirements
- Approximately 25% travel primarily within NY State.
