About the role

Summary

The Asset Manager provides strategic leadership in risk-based and fact-based methodologies to manage infrastructure assets. Supports enterprise wide asset management to ensure consistency and prioritization of capital and O&M funding. Collaborates with other functional groups including: Asset & Maintenance Management, Compliance, Asset Investment Planning and site Superintendents with a strong emphasis on Configuration Management and Asset Management governance administered from the White Plains Asset Management Office. Supports NYPA Operations by contributing to the Asset Management Policy and Strategy through responsible and effective work performance. The scope of responsibility includes a long-term perspective that requires the utilization of life cycle analysis and techniques to assure alignment with Asset Management policy and strategy.

 

The Asset Manager is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:

 

  • NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies
    CP 10-4 and CP 2-9.
  • NYPA’s Asset Management Policy Company Policy CP 1 XX-X. 

 

The Asset Manager is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy CP XX-X, Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards.  The Asset Manager is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit policy O-TC-01-000 NERC and NPCC Reliability Standards Compliance Program and procedure O-TC-01-005 Compliance Responsibility.

Responsibilities

  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA’s Asset Management Policy CP XX-X and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Establishing and updating the asset management plan(s).

  • Monitor the asset management performance metrics, diagnose deficiencies and identify actions for making improvements to attain targets.
  • Perform audits on work done by the Planners in managing and ensuring NYPA’s regulatory compliance in connection with NERC functional entities (GOP,GO,LSE,PSE,TO and TOP); FERC, DEC, RGGI and others.  Utilize risk-based and fact-based methodologies for asset life cycle analysis
  • Lead and responsible for a comprehensive assets registry
  • Improve the decision-making process for asset management based on quantifiable risk.
  • Manage the implementation and ongoing improvement of all data on physical assets to include asset onboarding, criticality, condition assessment, inspection history, repairs and failures.
  • Ensure the consistency and accuracy of data collected through the Enterprise Asset Management System (Maximo).
  • Enforce governance policies and procedures that align to Asset Management policy and strategy.
  • Provide professional and technical assistance and project updates.
  • Ensure that completed projects meet established goals as defined through the Asset Management Office.
  • Lead recommendations from: Internal Audit, standing committees and cross functional teams.
  • Coordinate ongoing activities requiring site reach to interface with: Operations, maintenance, engineering, warehousing, EH&S to ensure effective and economical use of materials and human capital.
  • Maintain current knowledge in Asset Management principles, practices, procedures and technology.  With this knowledge, makes recommendations for implementation to the Asset Management program.
  • Key to the role is the development and execution of Reliability, Maintainability & Availability strategies which deliver maximum reliable uptime of assets
  • Promote a comprehensive Asset Management communication plan.
  • Understand and ensure compliance with regulatory requirements.
  • Develop and maintain long-range (10 year) work plan and budget to ensure optimal performance of assets over entire life-cycle
  • Coordinate development and prioritization of Conceptual Project Requests (CPRs) in support of the long range work plan
