Program Director – Traffic Engineering – Infrastructure - San Diego, Ca.
Opportunity :
Our Parsons San Diego office is now hiring for a Program Director to serve as the overall Lead for Traffic Practice in the San Diego region and supporting projects in Southern California and other regions as well. The role for this position will be to serve as a key member of the Office Leadership Team, promoting the office goals, alongside colleagues serving as Discipline Leads and Project Managers and reporting to the San Diego Area Manager.
Specific Responsibilities:
- Prepare, coordinate and supervise traffic engineering design, analysis and modeling tasks and provide traffic discipline support to other Discipline Leads and Project Managers.
- Coordinate overall traffic backlog, schedules, budgets, and deadlines.
- Train and manage traffic resources including staff workloads, career planning, individual development plans, including one-on-one conversations, salary recommendations, etc.
- Lead business development opportunities for traffic related work.
- Actively engage with Traffic Technical Organization within Parsons to share or seek resources as needed.
- Create a challenging professional environment of innovation, opportunity, development, and continuous improvement for the Traffic team focused on staff retention and succession planning.
- Plan, monitor and ensure compliance with scope, schedule and budgetary constraints on multiple projects.
- Lead/support (as appropriate) the development of Traffic Engineering/Design portfolio in collaboration with the Office Leadership Team.
- Serve as Traffic Discipline Lead on pursuits and opportunities with Caltrans and other clients. Support Alternative Technical Concept development for design/build proposals.
- Works with a diverse range of clients and stakeholders, including state, city, and transit agencies. Applies extensive managerial and hands-on experience.
- Specializes in transportation model development and application, multimodal infrastructure planning, and traffic engineering.
- Works on projects of all sizes and understands the diverse needs of different stakeholders. Demonstrated expertise with all project phases, from scoping to final design and construction, and includes navigating complex geographic and political situations.
- Direct experience with the California Environmental Quality Act; National Environmental Policy Act; project approvals; environmental documentation; plans, specifications, and estimates is highly desirable. ; and design-build and design-bid-build project delivery methods.
- Collaborates with a multidisciplinary team to develop and evaluate design alternatives that enhance roadway conditions for all users. Demonstrates a strong ability to visualize design concepts and tell the story behind project decisions, making complex traffic solutions more accessible to stakeholders and the public.
- Ability to bridge technical expertise with clear, compelling communication helps build consensus and drive project success.
Additional Internal Goals/Responsibilities:
- Participate in Parsons Traffic Engineering Technical Organization to establish internal professional network. Infrastructure Technical Organization (ITO) facilitates seamless sharing of lessons learned, resources, expertise, and backlog across offices. Grow your stature within the ITO in the near/long term.
- Support or lead traffic engineering tasks for other offices within the California area.
- Strategize and engage in hiring decisions to achieve organic growth. Identify and develop high-potential talent.
- Participate in strategizing, storyboarding, writing, and reviewing proposals – become an integral part of the team’s success.
- Participate in BD strategy meetings as needed.
- Engage and serve in leadership positions within industry organizations, with specific subcommittee involvement at relevant California organizations including ACEC, ITE, or others. Seek opportunities to make presentations or write articles. Encourage others in the team to do the same.
