Under the direction of the Business Operations Division Manager, performs advanced professional and managerial work providing operational leadership and oversight of critical business functions within Parks, Recreation and Natural Resources (PRNR). Responsible for coordinating department-wide budget development activities, procurement and contract administration support, financial and operational systems coordination, business process improvement initiatives, and continuity planning. Supervises professional staff and serves as a key liaison between operational staff and division leadership to ensure efficient, effective, and compliant business operations throughout the department.

About the Position

In this role, you will...

Business Operations Leadership and Staff Management (including but not limited to):

  • Provides direct supervision, leadership, coaching, and performance management for assigned Business Professional staff.

  • Plans, prioritizes, assigns, and evaluates work activities to ensure timely completion of departmental objectives.

  • Develops staff capabilities through mentoring, training, cross-training, and succession planning initiatives.

  • Establishes work priorities, performance expectations, and operational standards.

  • Assists in recruitment, onboarding, employee development, performance evaluations, and disciplinary processes.

  • Serves as primary operational liaison between Business Operations staff and Division leadership.

Budget Coordination and Financial Operations (including but not limited to):

  • Coordinates the development, preparation, monitoring, and administration of PRNR operating and capital budgets.

  • Works collaboratively with division managers, department leadership, and the Office of Financial Management (OFM) to support budget development, forecasting, and financial reporting.

  • Works closely with the Business Operations Division Manager throughout the annual budget cycle to coordinate budget planning, monitor financial performance, provide regular status updates, and ensure budget priorities and operational objectives align with departmental goals. Collaborates on financial strategies, budget recommendations, and corrective actions as needed, while receiving guidance, coaching, and direction regarding departmental priorities, expectations, and long-term financial planning.

  • Develops budget schedules, tracking tools, and reporting processes to improve consistency and accountability.

  • Monitors expenditures, revenues, and budget performance; identifies issues and recommends corrective actions.

  • Assists with preparation of budget presentations, supporting documentation, and financial analyses.

  • Implements and monitors policies and procedures related to cash handling, payment processing, collections, and revenue management. Reviews financial data and operational processes to ensure compliance and accountability.

  • Concessions and Leases: Directs staff responsible for administration and monitoring of concession agreements, leases, and other revenue-generating contracts to ensure compliance, accountability, and operational effectiveness.

Procurement, Contracts, and Compliance (including but not limited to):

  • Provides operational oversight and coordination of procurement-related activities, contract administration, and purchasing processes.

  • Supports development of solicitations, agreements, amendments, and related procurement documents.

  • Reviews operational processes to ensure compliance with County policies, procedures, and regulatory requirements.

  • Coordinates with Procurement, OFM, County Attorney, and departmental staff on contract and purchasing matters.

  • Assists with monitoring contractual performance, documentation, and compliance requirements.

Systems Coordination and Process Improvement (including but not limited to):

  • Directs the administration and operational coordination of PRNR business systems, including financial, reservation, registration, reporting, and operational platforms such as RecTrac, Skylogix, and Musco Control Link.

  • Identifies and implements system enhancements, process improvements, workflow efficiencies, reporting solutions, and internal controls that improve operational effectiveness and customer service.

  • Leads the development and implementation of new procedures, technologies, and business practices to support departmental goals and operational continuity.
