Overview
The Manager - Community Outreach and Engagement - Communications and Customer Experience / 311 is responsible for creating the framework, metrics, and implementing a citywide cohesive communications strategy. This role will also manage, oversee, and support the central community engagement team and coordinate efforts cross-departmentally citywide. This strategic management role is integral in bringing together department outreach and engagement initiatives. This role will also foster stakeholder relationships to better understand the needs of the communities the City of Dallas serves. The goal is to create engagement strategies that are responsive, accountable, and transparent to build trust.
Essential Functions
1 Oversee all community outreach and engagement efforts across the city, ensuring a coordinated and strategic approach.
2 Engage with the community meaningfully, both in-person and virtually, to foster trust and strengthen community relationships.
3 Work closely with other City department outreach teams to coordinate community engagement and outreach efforts.
4 Leverage outreach opportunities to gather input for policy and / or project development.
5 Work closely with the Creative Administrator – CCX / 311 to develop outreach materials, informational content, including videos and other materials, that are tailored to the unique needs of the communities we serve.
6 Oversee and build citywide engagement team.
7 Develop framework for cross-departmental collaboration for citywide outreach and engagement.
8 Manage citywide engagement team.
9 Establish and cultivate relationships with neighborhood groups, community organizations, non-profits, diverse populations, and other key stakeholders.
10 Lead efforts to build strong, collaborative relationships with community stakeholders to encourage two-way communication and engagement.
11 Develop and implement outreach strategies and metrics for success that are tailored to the unique needs of the communities we serve.
12 Work with diverse communities to identify needs and ensure engagement strategies are purposeful, inclusive and equitable.
13 Delegate responsibilities, monitor progress and metrics, and ensure efficient delivery of outreach events and initiatives.
Knowledge, Skills and Abilities
1 Proven experience in community outreach, public relations, or a related field.
2 Strong leadership skills with experience managing and supervising teams.
3 Excellent communication skills, both written and verbal, with the ability to engage and build relationships across diverse groups.
4 Demonstrated experience in developing and executing engagement strategies focused on equity and inclusion.
5 Ability to plan, organize, and manage outreach events and initiatives effectively.
6 Familiarity with City services, programs, and departments, or the ability to quickly learn.
7 Strong organizational and multitasking abilities, with a focus on results.
Experience
7 years of experience in community organizational work, diverse communications, and relationship building which includes 2 years of experience in a supervisory capacity.
Education
Bachelor's degree in Public Administration, Public Relations, Social Services, Community Development.
Equivalencies
1 HSD or GED and eleven (11) years of the required related experience including a minimum of 2 years of supervisory experience will meet the education and experience requirements.
2 A Master’s degree in required fields plus five (5) years of the required related experience including a minimum of 2 years of supervisory experience will meet the education and experience requirements.
Salary Range
