- Appointment Type: Temporary Exempt position, pending Permanent Civil Service exam process, limited to but not longer than one year. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process within one year. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results.
HSH’s Homelessness Response System (HRS) funds, oversees and implements a system of care that shelters, houses, and serves approximately 15,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,600 +bed shelter system for transitional age youth, adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with over 14,500 units which provide housing and services to formerly homeless transitional age youth, individuals, and families.
Job Description
What You’ll Be Doing
The position oversees the human resources and business services functions for the Department of Homelessness and Supportive Housing (HSH).
Human Resources: Oversee the department’s Human Resources (HR) team, including planning, monitoring, evaluation, and supervision of HR functions. Manages recruitment and selection processes, decentralized examinations, leave management, ADA and EEO compliance, and employee relations. Directs resource allocation for the unit and leads department-wide initiatives such as onboarding/offboarding, the PPAR Program, and the departmental hiring plan. Oversee payroll operations and provides strategic HR advice and consultation to management. Makes policy decisions and coordinates all budgets and work orders related to training and HR support. Works in close partnership with HSH’s Chief Equity Officer to implement practices that foster a thriving and equitable workplace, and monitors progress in key areas such as hiring, retention, and promotion. Serves as a key advisor to HSH’s executive leadership team on all HR matters and represents the department in various HR forums, including citywide labor negotiations and engagements with external partners.
Business Services: Supervises the Building Services Supervisor and oversees office management for HSH headquarters and satellite offices. Responsibilities include front desk reception, space buildouts, vendor and subcontractor coordination, purchasing, vehicle management, and employee expense reimbursements. Also manages the associated budgets and contracts that support HSH’s administrative operations.
