Job Summary

The Manager - Laboratory administers, oversees, manages, and coordinates pretreatment operations and programs within the surface water treatment and drinking water operations in the Dallas Water Utilities. 

Job Description
 

Essential Functions

1 Plans, prioritizes, assigns, supervises, reviews, and participates in managing staff responsible for performing Pretreatment activities to ensure compliance with TCEQ’s surface water and drinking water requirements and other Federal and State regulatory requirements.

2 Prepares and presents clear, complete, and concise correspondence and technical reports; coordinates and collaborates with other City departments; interacts, engages, and communicates with TCEQ and EPA regarding current regulations, permit compliance, and other matters regarding surface water treatment and drinking water operations.

3 Identifies opportunities for improvements and resource needs; develops plans, programs, and schedules to ensure operational efficiency and compliance.

4 Prepares surface water treatment monthly reports and other documents; reviews and prepares reports for other regulatory compliance.

Responds to customer service requests and inquiries; acts as liaison with TCEQ, EPA, and other organizations to improve customer service and regulatory compliance while ensuring safety and City standards.

5 Directs, coordinates, and reviews the work plan for assigned staff and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with employees to identify and resolve problems.

6 Continuously monitors and evaluates the quality, responsive­ness, efficiency and effectiveness of assigned environmental programs, methods and procedures; works with staff on the continuous improvement of programs and services.

7 Coaches, advises, counsels and instructs employees; identifies all training needs for employees; interviews and makes selection on candidates for filling positions, recommends terminations, and facilities promotions; hears and resolves serious complaints or simple grievances from employees and refers serious grievances to higher level managers.

8 Performs other related duties as assigned.

Knowledge, Skills, and Abilities

1 Knowledge of departmental management.

2 Principles of supervision; assign, train, direct and performance evaluations.

3 Knowledge of inspection procedures and environmental compliance standard.

4 Knowledge of federal, state and local laws, codes and regulations relevant to the Pretreatment operations.

5 Ability to manage a team.

6 Ability to read various complex schematic diagrams and blueprints.

7 Ability to communicate effectively both orally and in writing.

8 Ability to establish and maintain a good working relationship.

9 Ability to participate in budget development, procurement activities, and inventory management.

10 Ability to maintain record keeping or work log system.

11 Occupational hazards and standard safety practices.

Minimum Qualification:

EDUCATION: 

• Bachelor’s degree (or higher) in biology, chemistry, engineering or environmental field 

EXPERIENCE:

• Four (4) years of experience in pretreatment and/or wastewater/water monitoring which involves any of the following:

• Implementation of best management practices and pollution prevention programs 

• Analytical laboratory analyses (chemical, physical or organic) and/or

• Creating laboratory, analytical or regulatory reports necessary to meet regulatory agency requirements.

AND

• Two (2) years of supervisory/program management responsibilities

EQUIVALENCIES:  

• High school diploma or GED plus eight (8) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.

• An associate degree in any field plus six (6) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and
